The General Secretary was pleased to see that the appearance of the Capital has continuously developed in a modern, smart, green and sustainable direction with many key projects and works completed and put into use. Appreciating and praising the results achieved by the Party Committee, Government and People of the Capital in the recent term, the General Secretary agreed with the assessment of the limitations and weaknesses mentioned in the political report and suggested that the Congress should continue to deeply analyze the causes of the problems and limitations to have a policy to resolve them completely.
The General Secretary pointed out that our country and our capital are entering a new era of national development with opportunities, advantages, difficulties and challenges intertwined.The Party Committee, government and people of Hanoi need to deeply recognize the special important position and role of the Capital for the country; fully recognize the Central Government's attention and facilitation for the Capital, and clearly see Hanoi's great responsibility towards the aspirations and expectations of the people of the whole country and the people of the Capital.
In order for Hanoi to enter a new stage of development, requiring a comprehensive and systematic vision, where ideology, institutions, space, economy and people blend into a sustainable development body, the General Secretary requested to build a clean, strong Party Committee and political system, setting an example, acting and being responsible.

The General Secretary suggested that "Culture - Culture - Identity - Creativity" should be placed at the center of all development orientations of the Capital, considering it a strong endogenous resource, the core of the formation of the courage, intelligence and growth of Hanoi, as a foundation for the Capital to affirm its leading role, leading position and spreading power of the country in the new era.
Hanoi must be created as a Cultural City - Culture - Identification - Creativity, towards a Cultural - Modern - Sustainable Capital with the intelligence of the times and the stature of the whole world: where Culture is the root, crystallizing national intelligence, nurturing faith, aspiration and courage, creating a unique attraction that no other city can copy; identity is a core pillar and competitive advantage, helping Hanoi not only retain the historical soul but also create attraction to lead creativity, develop the knowledge economy, attract talent; creativity is the driving force for development, transformation, turn heritage into living values, both preserving, developing, and expanding the stature of the city, from planning, architecture, art to education, science and administration emphasized the General Secretary.
The General Secretary noted that the development strategy must synchronously link culture, space, economy and people.Every policy, project and investment must ensure that it both preserves traditional methods and shapes cultural spaces for future generations, while creating innovation capacity; must develop "creative lines" connecting the whole capital, ensuring the flow of creative energy from heritage, knowledge to technology, connecting cultural, academic and innovation centers.
On that basis, the capital forms the "three creative poles" including: Heritage - the center of the historical inner city and space along the Red River - Co Loa citadel; Knowledge - National University and training and research centers; and Technology - Hoa Lac High-Tech Park with innovation areas.This will be the axis leading the creativity of the entire capital, exploiting the maximum historical, scientific and technological values, turning Hanoi into an urban area converging the past, present and future.

Resolutely resolve 4 long-standing problems of the Capital

The General Secretary said that Hanoi - the capital of a thousand culture, with about ten million people, with its position as a national political center facing accumulated urban challenges from the history of development; suggested that delegates attending the Congress discuss and agree to include in the Action Program for the 18th term, to completely resolve four long-standing problems of the capital: traffic congestion; urban order, green, clean, civilized, hygienic; environmental pollution, water pollution, air pollution and the final issue is the problem of flooding in urban areas and suburban areas.
To overcome this, Hanoi cannot only adjust to the old way but must create a completely new management model: From management to creation; from overlapping, disjointed to synchronous, integrated; from short-term to sustainable, with the stature of a modern capital, both capable of thoroughly solving urgent problems and opening up new development stature; not only maintaining order but also creating breakthrough capacity; not only managing the present but also proactively shaping the future.
The General Secretary emphasized the completion of the multipolar, multi-center urban model, turning each pole into a real driving force center, closely connected by spinal infrastructure, strategic axes and complex linkage corridors.
Developing Hanoi Capital in the new period requires fundamental transformation of the "one-popularity center" model to the "multi-popular, multi-center" structure. It is impossible to continue to reduce all administrative, economic, educational, medical, cultural functions, etc. to the historic inner city that is already overloaded, but to reorganize urban space according to the poles of dispersation, but still ensure synchronous linkage. Each urban area holds a specialized mission in a unified apparatus of the Capital. Each cuc becomes a dynamic satellite, both autonomous in function and closely connected with the entire capital and surrounding areas, helping Hanoi become a spreading, connecting and leading city, leading the country.
The General Secretary requested that Hanoi be developed into a center for science, technology and innovation, and a driving force for regional and national development based on the knowledge economy.Hanoi must become a place to create new policies, experiment with new technologies, train new talents and generate new ideas for the country.The capital is gathering all the most favorable conditions, along with Ho Chi Minh City as the two localities with the most advantages to take on the role of the center of innovation and technology in the country.
The General Secretary pointed out that the Capital must become a city where all people have the opportunity to learn, be creative, start a business and contribute; at the same time, there must be a comprehensive welfare network, ensuring health, education, social security, housing, employment and cultural and artistic space for all classes.When people are comprehensively developed, society will be truly fair, creative and happy.
Human development is the core center of the development of the capital.This not only includes improving capacity, dignity and quality of life, but also developing a culture of behavior and civil ethics.Hanoi needs to promote the spirit of " venerance, affection, and responsibility" in modern life, while building a standard, clean, and close-knowing public service environment, where all actions of cadres and state agencies reflect responsibility and attachment to the people.
The General Secretary requested that Hanoi must always be a solid fortress in terms of politics, security, social order and safety.
