According to leaders of Duy Nghia, Duy Xuyen, Nam Phuoc and Thu Bon communes (administrative units newly established in July 2025), these localities have reported on the situation of household waste congestion in recent months. The main reason is that the Bac Quang Nam Solid Waste Treatment Plant (invested by Huy Hoang ECO Environment JSC) stopped operating from the end of September 2025 to serve the investigation of illegal waste landfilling.
Although Da Nang City People's Committee has a plan to regulate waste to Tam Nghia Waste Treatment Zone, it only receives a maximum of 7 trips/day.
Meanwhile, in fact, the amount of garbage generated in these 4 communes is up to 55 - 60 tons/day (equivalent to about 42 trips). The huge difference between the amount of garbage discharged and the reception capacity, coupled with the impact of the floods at the end of 2025 and the Binh Ngo Lunar New Year 2026, has caused the amount of garbage accumulated at temporary collection points to increase rapidly.
As of the beginning of March 2026, Nam Phuoc commune has 702 tons of residue, Thu Bon commune 650 tons, Duy Nghia commune 425 tons and Duy Xuyen commune 360 tons. A total of more than 2,100 tons of garbage are exposed, causing serious environmental pollution and causing public outrage.
On March 22, the Department of Agriculture and Environment of Da Nang City assessed that the collection and transportation work in the past time in these communes has not ensured the number of trips and volume according to the agreed plan. Therefore, the Department requests the People's Committees of communes to take the lead in developing specific plans, coordinating with relevant units to organize collection, transportation and thoroughly treat all accumulated waste before April 20. At the same time, detailed treatment plans must be sent to the Department to carry out monitoring work.
The Department also requested localities to review the capacity of the collection unit, Duy Xuyen Xanh Environmental Service Cooperative, to ensure that waste generated daily must be thoroughly transported to Tam Nghia landfill, without allowing new inventory to arise.
The Department of Agriculture and Environment of Da Nang City emphasized that the Chairmen of the People's Committees of Duy Nghia, Duy Xuyen, Nam Phuoc and Thu Bon communes must be directly responsible to the Chairman of the City People's Committee if garbage accumulation continues to occur, causing environmental pollution in the area.
In addition, requesting the City Police to intervene to handle cases of incitement and obstruction of garbage transportation, ensuring smooth garbage flow.
