The Ministry of Agriculture and Environment has just issued an official dispatch on opening the bottom discharge gate of Tuyen Quang hydropower reservoir. The official dispatch clearly states that at 9:00 AM on July 1, 2026, the upstream water level of Tuyen Quang reservoir was at an elevation of 106.99m, the downstream water level was 50.30 m, inflow to reservoir 2. 530 m3/s, total inflow to downstream 699 m3/s.
Implementing the Inter-reservoir Operation Procedure on the Red River Basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister, Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister amending and supplementing a number of articles of the Inter-reservoir Operation Procedure on the Red River Basin, the Minister of Agriculture and Environment ordered the Director of Tuyen Quang Hydropower Company:
Open 1 bottom discharge gate of Tuyen Quang hydropower reservoir at 4:00 PM on July 1, 2026. Organize close monitoring of rain and flood developments, project safety, inflow to the reservoir, water level upstream and downstream of the reservoir to promptly report to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention) and relevant agencies according to regulations.
On the same day, this Ministry also sent an official dispatch to the People's Committees of provinces and cities: Tuyen Quang, Phu Tho, Hanoi on ensuring downstream safety when operating Tuyen Quang hydropower reservoir.
To ensure safety for the works and activities downstream of the reservoir, the Ministry of Agriculture and Environment requests the People's Committees of provinces and cities to immediately notify all levels of government, people, businesses, and organizations operating on rivers and riversides: aquaculture facilities, waterway transport vehicles, ferry terminals, longitudinal ferries, construction projects, sand and gravel gathering and transshipment activities,... to know flood discharge information of Tuyen Quang hydropower reservoir to proactively take appropriate prevention, avoidance, and response measures, ensuring safety for people and property.
Report and promptly propose plans to handle unusual situations that may occur during flood discharge to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control).
