29 deeply flooded spots are not open to traffic
According to the Hanoi Traffic Infrastructure Maintenance Board, as of 10:00 a.m. on October 7, 2025, the whole city of Hanoi had a total of 122 flooded locations, of which 93 were still flooded and 29 were deeply flooded and unable to circulate.
For flooding incidents, the Maintenance Board has directed units to continuously monitor, send people to be on duty to guide traffic flow and fully put up warning signs at flooded locations in accordance with the plans directed by the Department of Construction. At the same time, notify the media to guide drivers to move smoothly and ensure safety.
10:40: Some areas in Hanoi have power outages due to flooding

"Although we still have water at home, we have to be frugal. The pump was overloaded so it burned down, and the power was cut off. The phone is also about to run out of battery. I didn't think that after half a morning I would be isolated in the city," Mr. Nam lamented.
Previously, residents of this apartment building had made efforts to mobilize sacks and sand to build dikes to prevent water from overflowing into the basement for parking. However, due to the high flood water and overloaded pumps, the H3 tunnel is currently flooded, most of the vehicles in this tunnel have been evacuated to minimize damage.

Hanoi has 66 flooded spots
According to the Center for Technical Infrastructure Management (Hanoi Department of Construction), by 8:00 a.m. on October 7, widespread heavy rain due to the circulation of storm No. 11 caused many inner-city and suburban areas to be partially flooded.
The total average rainfall recorded in the area was from 100 - 200mm, in which many places exceeded the warning threshold: O Cho Dua 251.3mm, Dai Mo 205.8mm, Vinh Thanh 274mm, Tu Liem 209.2mm.
