Phu Tho, Ninh Binh, Thanh Hoa need to proactively respond to floods on rivers

The National Steering Committee for Civil Defense has just issued a telegram on proactively responding to floods on river routes.

The telegram sent to the People's Committees of Phu Tho, Ninh Binh, Thanh Hoa provinces and ministries and sectors clearly states:

According to the bulletin of the National Center for Hydro-Meteorological Forecasting, the flood on the Boi River (Phu Tho) at Hung Thi station is rising rapidly, the water level at 7:00 AM on September 16, 2026 is 13.83m, 0.83m above alarm level 3.

The flood forecast on the Boi River continues to rise above alarm level 3 by about 3m; some rivers in Thanh Hoa and Ninh Binh are at alarm level 2, in some places above alarm level 3. To proactively respond to floods on river routes, the National Steering Committee for Civil Defense requests ministries, branches and People's Committees of Phu Tho, Ninh Binh, Thanh Hoa provinces:

Closely monitor the developments of rain and floods; promptly inform all levels of government and people to proactively prevent and avoid.

Proactively organize the relocation and urgent evacuation of people in low-lying areas and riverside areas at high risk of deep flooding to safe places.

Organize patrols and guards, deploy flood prevention plans, ensure dyke safety according to alarm levels; be ready with forces, materials, and vehicles to handle incidents immediately, ensuring the safety of the dyke system.

Notify investors with projects under construction along the river; owners of waterway transport and mineral exploitation vehicles to know information about rain and floods to proactively take measures to ensure safety for people, vehicles, equipment and works. Arrange standing forces to operate and regulate reservoirs and be ready to handle possible situations.

Organize forces to guard, control, support, and guide to ensure traffic safety for people and vehicles, especially at underpasses, spillways, deeply flooded areas, and fast-flowing water; resolutely not allow people and vehicles to pass if safety is not ensured, not to cause unfortunate casualties due to carelessness or subjectivity; arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on major traffic axes when heavy rain and flooding occur.

Be ready with forces and rescue vehicles to respond to requests.
