On June 12, the People's Committee of Phu Tho province issued Document No. 3112/UBND-CNXD on ensuring compliance with environmental protection conditions when attracting production and business projects to industrial clusters in the province.
The document stated that the Provincial People's Committee received Document No. 1006/STC-DKKD&PTDN dated May 19, 2025 from the Department of Finance, stating the proposal to approve the investment policy of the PE & PP fabric factory project in part of lot CN 10 - lot CN 11 - part of lot CN 13, Phu Gia industrial cluster, Phu Ninh district.
The Chairman of the People's Committee commented: Phu Gia Industrial Cluster, Phu Ninh District has not completed the environmental protection infrastructure as prescribed in Article 52 of the Law on Environmental Protection 2020 and Article 48, Article 49 of Decree No. 08/2022/ND-CP dated January 10, 2022 of the Government detailing a number of articles of the Law on Environmental Protection, therefore not eligible to receive investment projects for production and business into operation.
The document sent to the Department of Finance and some related departments stated that in order to have a basis for considering approving the above project and other secondary investment projects to operate in Phu Gia Industrial Cluster, other industrial clusters in the province, the Department of Finance is required to report and propose to the Provincial People's Committee to coordinate with the Department of Agriculture and Environment, the Department of Construction, the Department of Industry and Trade and relevant agencies and units to review the current status of investment, construction, management and operation of environmental protection infrastructure of the industrial cluster.
"Only propose investment projects for production and business activities if they are in accordance with the orientation of operating industries, while meeting the conditions on environmental protection as prescribed in the Law on Environmental Protection 2020, Decree No. 08.2022.ND-CP dated January 10, 2022 and other relevant regulations.
According to the leader of Phu Tho Provincial People's Committee, the provisions of the Law on Environmental Protection effective from January 1, 2025 state that all industrial clusters must have a centralized wastewater treatment system (testered for acceptance, operation and operation and put into operation) to attract secondary enterprises to invest.
"Phu Tho province does not trade the living environment of people for projects and businesses to invest in" - the leader of Phu Tho Provincial People's Committee affirmed.
