From midnight to early morning on October 7, heavy rains and continuous releases occurred in Hanoi, causing many roads and streets to continue to be deeply flooded.
According to Mr. Mai Van Khiem - Director of the National Center for Hydro-Meteorological Forecasting, the cause of heavy rain is the circulation of storm No. 11 Matmo combined with the wind convergence to a level of 5,000m.
Latest update on the rain situation as of 8:30 a.m. on October 7, Hanoi continues to have heavy to very heavy rain and thunderstorms. The rainfall in the past 3 hours (from 6 to 8 a.m. on October 7) was generally 30 - 60mm, some places had heavier rain such as Tu Liem ward 240mm, Phu Dien ward 178mm, Phu Luong ward 152mm, Duong Noi ward 145mm, Lang ward 144mm, Phu Thuong ward 125mm.

"In the 7 - 8 hours this morning, the intensity of the rain is gradually decreasing. It is forecasted that in the next 3 - 6 hours, Hanoi will continue to have moderate rain, heavy rain and thunderstorms. The common rainfall is 30 - 60mm, locally very heavy rain over 100mm. From noon and afternoon, the intensity of rain will continue to decrease" - Mr. Khiem said.

According to the Department of Hydrometeorology, heavy rain or moderate rain, widespread heavy rain is a process of systematic rainfall in one or more areas.
Widespread heavy rain can occur for one or more days, continuously or intermittently, one or more rains regardless of rainfall. Based on the actual rainfall measured for 24 hours at surface meteorological monitoring stations and rain gauge stations in the hydrometeorological network, different rain levels are determined.
According to the World Meteorological Organization (WMO), heavy rain is divided into 4 levels:
- moderate rain: Rainfall measured from 16 - 50 mm/24h.
- Heavy rain: Rainfall measured from 51 - 100 mm/24h.
- very heavy rain: Measurable rainfall > 100 mm/24h.
- Light rain, drizzle: Not much rain, from 5 - 15mm; less than 5mm is considered to have rain with insignificant rainfall.
In studies on the impact of rain, heavy rain of 51 - 100 mm/24h began to have negative impacts on human life.
The National Center for Hydro-Meteorological Forecasting, forecasts that on the day and night of October 7, the Northern region and Thanh Hoa will have moderate rain, heavy rain and thunderstorms with common rainfall of 40 - 70mm, locally very heavy rain over 150mm. In particular, the areas of Hanoi, Thai Nguyen, Bac Ninh will have heavy to very heavy rain and thunderstorms with common rainfall from 50 - 100mm, locally over 200mm. Warning of the risk of heavy rain (rainfall greater than 150mm within 3 hours).
