According to statistics, Hanoi currently has a network of more than 23,400km of roads and an inland waterway system with the Red River, Da River, Duong River, Cong River, Cau River, and Day River. In addition, there are many lakes, lagoons, and streams, some of which serve transportation and tourism.
Mr. Tran Huu Bao - Deputy Director of the Hanoi Department of Construction said that the goal of the plan is to ensure safety of road and waterway traffic, lighting systems, and traffic lights; at the same time, protect people's lives and property, minimizing damage when natural disasters occur.
The implementation complies with the "4 on-site" motto: on-site command, on-site forces, on-site means, on-site logistics, to proactively handle situations quickly and effectively.
The plan is divided into 4 levels according to the flooding depth (under 10cm to over 30cm):
PA1 (flooded ≤10cm): Information on the media (VOV Traffic) to warn traffic participants.
PA2 (1020cm flood): Warning on the media; placing warning signs clearly stating the depth at both ends of the flooded areas.
PA3 (2030cm flood): In addition to the above measures, arrange forces to guide and regulate traffic.
PA4 (flooded >30cm): Report to the Department of Construction to ban roads, traffic flow; place barriers, no-entry signs, signs only at the two ends of flooded areas.
The on-duty force includes traffic police, road management contractors, drainage units and local authorities.
3 storm scenarios:
Scenario 1: Rain below 100mm/day, expected 11 flooded points (6 points according to PA1, 2 points PA2, 3 points PA3).
Scenario 2: Rain over 100mm/day, there may be 30 flooding points (18 PA1, 5 PA2, 7 PA3 points).
Scenario 3: Extreme rain from 300mm/day or more, it is possible to record 177 flooding points in the whole city (16 PA1, 50 PA2, 65 PA3, 46 PA4 points).
In every scenario, the Department of Construction mobilizes hundreds of cadres, workers, and specialized vehicles such as canoes, motor boats, cranes, pumps, generators, etc. to be ready to respond. Proactively developing response scenarios is a necessary step for Hanoi to minimize damage caused by storms and floods, ensuring safety for people," affirmed a representative of the Hanoi Department of Construction.
