On the morning of October 5, speaking at an online conference of the Government with localities in September 2025, Minister of Home Affairs Pham Thi Thanh Tra said that difficulties and problems in the process of operating the new model, especially at the commune level, are being focused on solving and resolving with the highest priority spirit.
Minister Pham Thi Thanh Tra frankly pointed out some shortcomings and limitations in the implementation of the new model.
First of all, it is about the team of cadres, civil servants, and public employees at the commune level. Recently, many localities have made great efforts to increase the provincial-level team to the commune-level level, but in many localities, this is still a weak link.
"According to our synthesis, each commune currently has an average of 41 cadres and civil servants. I think such a number is not lacking.
The number of commune-level civil servants who have not met the job requirements in terms of expertise and profession is only about 5%, which is not large, but the important thing here is capacity, responsibility and initiative, the ability to adapt to the operation of local government at both levels" - the Minister stated.
Second, the implementation of decentralization, delegation of authority, and determination of authority is still facing difficulties. Some legal documents and administrative procedures have not been adjusted in a timely manner, causing difficulties for the facility in the implementation process. Meanwhile, the organizational capacity in many localities is still confusing and lacking initiative.
Third, the information technology infrastructure to handle administrative procedures in many places is not synchronous, not connected, not connected, and there are still "bottlenecks", especially in densely populated areas.
Fourth, the settlement of regimes and policies for cadres, civil servants, and public employees who quit their jobs according to Decree 178 and Decree 67 in some places is still slow. Currently, only 8/34 provinces and cities have completed it, while 26 provinces have not yet completed it. At the central level, 18/27 ministries and branches have completed this task.
This is a task that needs attention, speeding up progress to ensure the legitimate rights of the team, the Minister emphasized.
From the above practice, Minister Pham Thi Thanh Tra clearly stated a number of key tasks in the operation of local government at both levels that ministries, branches and localities need to focus on implementing from now until October 15 and throughout the fourth quarter of 2025.
One of the urgent solutions mentioned by the Minister is to increase provincial-level cadres and civil servants in supporting commune-level agencies.
Some localities such as Hai Phong, Thanh Hoa, Hanoi, Da Nang, Ho Chi Minh City have done this very well, contributing to removing difficulties and improving governance efficiency at the grassroots level. This is a very big matter, comrades need to pay attention and focus on regulating the team of cadres and civil servants to meet the requirements of the task," said the Minister.
Another important task, the Ministry of Home Affairs is urgently completing the dossier and overall plan to arrange public service units and state-owned enterprises.
In the nearest time, we will submit to the Government Steering Committee to report to competent authorities, thereby focusing on implementing it resolutely, synchronously and completely in the fourth quarter of 2025, to complete the arrangement of public service units as well as state-owned enterprises.
Streamline all this work in 2025, ensuring that in the coming period, we will focus on socio-economic development, creating and strengthening national governance and local governance" - Minister Pham Thi Thanh Tra emphasized.
