Pollution occurs in many places, many of which have serious pollution levels.
Notably, many human activities reduce the quality of the air environment such as: traffic, industrial activities, construction activities, agricultural production, craft villages, human activities, open burning activities...
Dr. Tran Van Mieu - said that in addition to directly affecting Vietnam's air quality, the above causes also affect the ozone layer - the "sharf" that protects the Earth from heating up. Once the Earth warms up, it will cause climate change to increase globally, causing extreme weather phenomena.
Therefore, in his speech at the Workers' Forum for the Environment, Dr. Tran Van Mieu proposed synchronous solutions to protect the air environment - an important solution in responding to climate change.
Among the solutions, Dr. Tran Van Mieu especially emphasized the role of communication - education - raising awareness for the community as an important and top-notch solution.
We must make people in the community understand the need to manage air quality. Strengthen the provision of transparent and timely information on air quality to people; disseminate skills to respond to air pollution, especially to sensitive groups such as children, the elderly, outdoor workers; Deploy environmental education programs in schools, and at the same time build multimedia communication campaigns on clean air and public health. Promoting the role of mass media agencies in disseminating knowledge to make the community understand, participate, monitor and enjoy the results, said Dr. Tran Van Mieu.
In parallel with communication, public policies are also considered an important factor in improving the effectiveness of air quality management. Building policies correctly and accurately is the first step of importance. But more importantly, organize implementation to bring policies into life. To do this, organizations and press agencies can participate in policy mobilization processes such as: finding and proposing ideas, giving comments and reviewing policies, propagating and disseminating policies...
At the same time, it enhances the responsibility of collectives and individuals, the responsibility of explanation of agencies and units for air quality management at the national, local and sectoral levels. Promote the role of the Vietnam Fatherland Front and mass organizations in communication and mobilization, organize movements and build self-management models in the community.
In the speech, the Vice President of the Vietnam Association for Conservation of Nature and Environment also emphasized: It is necessary to prioritize investment in and expansion of the network of automatic, continuous air monitoring stations and low-cost monitoring stations (LCS), ensuring nationwide coverage; Increase the frequency of periodic monitoring; standardize the process of calculating, publishing the Air Quality Index (AQI) and sharing real-time data with management agencies, media and people; Applying digital technology and artificial intelligence in trend analysis, modeling and forecasting air pollution.
In addition, he said that it is necessary to implement a program to inventory polluted gas emissions by region, industry and urban type to identify hot spots and priority control sources. At the same time, a strict monitoring mechanism is applied to point sources (such as industry), fuel sources ( straw burning, construction) and mobile sources (interconnection), thereby designing appropriate control solutions. Strengthen inspection, examination, and handling of violations in discharge as well as require large industrial facilities to install automatic emission monitoring systems and transmit data to environmental management agencies.
Finally, improve emission standards for motor vehicles, strictly control used vehicles and vehicles that do not meet traffic standards, encourage the use of public transport, electric vehicles, clean fuels and develop infrastructure to serve green transformation in transportation. At the same time, the construction of emission control zones (LEZs) and low-emission zones in large urban centers will create a clear change in efforts to improve air quality.
