On May 4, Ho Chi Minh City Police said that in the process of handling a drug and property theft case, Nha Be Commune Police (Nha Be district) discovered a 22-month-old baby boy who had never been declared as a child born with his mother as a violator of the law. In order to ensure children's rights, the police force urgently coordinated with relevant units to complete procedures for issuing birth certificates and taking the baby to Thu Duc Teenager Village for care and nurturing.
Previously, on April 13, 2026, Nha Be Commune Police received and handled a case with signs of "Theft of property" and "Organizing illegal use of drugs". Among the related subjects was Nguyen Phuong Linh (born in 1989, from Hanoi). At the time of arrest, Linh had no fixed residence and was carrying a child under 22 months old. Notably, the baby had never been issued a birth certificate, the identity of the father could not be determined, and no other relatives stood up to take care of him.
Working with the investigating agency, Nguyen Phuong Linh expressed regret and wished that during the time she served her sentence, she hoped that her child would be sent to a social protection facility to be nurtured and go to school.
Faced with the child's special circumstances, Nha Be Commune Police not only stopped at professional work to handle the case but immediately developed a support plan. Because the child did not have any personal papers, Nha Be Commune Police proactively coordinated with local authorities and Xuyen A Hospital to verify and extract the birth certificate.
Officers and soldiers continuously moved between areas, quickly removing legal obstacles to complete the dossier in the shortest time. As a result, the baby was officially registered for birth with the name N.H. T. B, and was issued a health insurance card. This is the most important legal basis to ensure the basic rights of citizens to the baby.
On April 29, 2026, Nha Be Commune Police in coordination with local authorities organized the handover of the baby to Thu Duc Youth Village. At this shelter, baby B. will be guaranteed living conditions, medical care and study in a safe and stable environment.
