On the afternoon of May 4, at the regular government press conference in April 2026, Deputy Minister of Health Le Duc Luan informed the press about the progress of putting Bach Mai Hospital and Viet Duc Hospital facility 2 into operation.
Bach Mai Hospital facility 2 project has a total investment of 4,990 billion VND, a total land area of 20.07 ha, a total construction floor area of 118,941m2. Viet Duc Hospital facility 2 project has a total investment of 4,968 billion VND, a total land area of 21.44 ha, a total floor area of 117,714 m2.
According to the Deputy Minister of Health, implementing the direction of the Prime Minister, the Ministry of Health has been and is focusing on directing the Project Management Board, investors, contractors and related units, with the goal of striving to put both Bach Mai Hospital and Viet Duc Hospital facility 2 into operation in the second quarter of 2026.
Deputy Minister Le Duc Luan said that currently, in the process of implementation, there are still some difficulties and major obstacles, directly affecting the project completion progress such as: construction of fire prevention and fighting systems; construction of wastewater and waste treatment systems to serve the issuance of environmental permits.
In addition, contractors are facing financial difficulties when banks do not approve loans for the facility 2 project of Bach Mai Hospital and Viet Duc Hospital.

Providing more information, Deputy Minister Le Duc Luan said that to remove the above-mentioned difficulties and obstacles, the Ministry of Health is implementing many synchronous solutions.
The Ministry of Health has proactively coordinated and worked with the Ministry of Construction to remove difficulties and obstacles in the work of preparing and appraising bid estimates for bidding packages; as a basis for paying completed volumes to contractors.
The Ministry of Health continues to regularly grasp and promptly handle difficulties and obstacles under its authority; continue to coordinate with the Ministry of National Defense and the Ministry of Construction to direct contractors to focus resources on completing the main bidding packages of the project, especially fire prevention and fighting items.
The Ministry of Health has directed the investor to temporarily pay up to 90% of the value of the completed work volume to the contractor according to the provisions of Decree No. 37/2015/ND-CP. For arising work, the Ministry of Health has directed the investor to immediately advance 50% of the value to the construction contractor.
Previously, on April 10, at the group discussion session of the National Assembly on socio-economic issues, Minister of Health Dao Hong Lan said that the Bach Mai Hospital and Viet Duc Hospital facility 2 projects have completed the rough construction but cannot yet operate.
The Minister said that the backlog project has lasted for up to 10 years, in which violations have arisen right from the contract signing stage.
Minister Dao Hong Lan also further analyzed that although it has been working very actively, even throughout Tet, the project has not yet been put into operation. The reason is that when handling each specific project, especially the hospital project, many subsequent procedures still arise that need to be completed.
Regarding construction, the project has been basically completed, the facilities are very good, it can be said that it is no different from a 5-star hotel, spacious, clean and beautiful. However, to achieve this result, it took 10 years and 10 months with many efforts of ministries, branches and contractors," Minister Dao Hong Lan informed.
