On October 17, 2025, the 32nd Session (special session) of the 14th People's Council of Quang Ninh province, term 2021-2026, passed a Resolution to adjust and supplement the medium-term public investment plan for the period 2021-2025 from the provincial budget.
According to the resolution, the province will allocate VND 2,300 billion to 54 communes, wards and special zones to implement urgent projects on flood treatment, environmental pollution in residential areas and urban beautification to meet the needs of local essential infrastructure development.
Implementing this policy, communes, wards and special zones in the province have reviewed, selected and implemented projects suitable to the actual situation, contributing to improving the quality of life of people, making Quang Ninh a centrally-run city before 2030.
In Phong Coc ward, the ward Party Committee held a meeting of secretary of the Party cell, head of the zone, and head of the Front work committee to disseminate the resolution and agree on the implementation plan.
The opinions from the grassroots were recorded, clarifying the key tasks and implementation methods suitable for each residential area. On that basis, the ward orients propaganda and mobilization work so that people understand and agree, creating a foundation for the implementation process.
The road from Cua Luy bridge intersection to La pagoda (Cam Luy area) is nearly 1 km long and has been degraded for many years, the road surface is narrow, often congested and partially flooded. The Ward People's Committee has developed a plan to upgrade and widen the road surface to 5.5 m, with a total estimated investment of about 6 billion VND.
In recent days, in the atmosphere of the political system's drastic participation, ward officials and Cam Luy residential groups have directly visited each household to propagate, disseminate policies, and create consensus in the project implementation process.
Mr. Nguyen Van Quynh (Cam Luy area) said: "The road connects many schools and civil works, so the number of people and vehicles is very large, often congested and poses a potential risk of insecurity. People have long wanted the road to be expanded. When the locality implemented the project, all households supported and were ready to coordinate in implementation".
Through the review, Phong Coc ward determined that 11 projects need investment in upgrading technical infrastructure and urban beautification. The total estimated investment is more than 62 billion VND, from the provincial budget, local budget and the participation of the people. With the high consensus of the people, some projects have been started first, such as drainage, sidewalks on Nha Mac street, Yen Hai 8 area. The locality strives to complete the entire project in 2025.

In Quang Duc commune, the 700 m long road, Hai Son village, is included in the list of projects to upgrade and renovate residential areas, affecting 46 households. The family of Mr. Lai Van Cuong - Party Cell Secretary, Head of Hai Son village - is one of the first households in the village to voluntarily donate 30 m2 of land, dismantle the fence and 5 m2 of corrugated iron roof to create a construction site for the project.
Mr. Lai Van Cuong said: "I am the village chief, I must be exemplary, propagate and mobilize the people to make things more convenient. Up to now, 100% of households have agreed to hand over the land".
Through the review, Quang Duc commune has 6 works and projects for renovation and upgrading with a total investment of more than 70 billion VND from the provincial and local budgets. The Commune Party Committee has established a Steering Committee, assigned specific tasks and mobilized the people, promoted the exemplary role of secretaries, village chiefs and prestigious people. Nearly 100% of households affected by the projects have agreed to donate nearly 58,000 m2 of land along with many works and architectural objects. It is expected that on December 19, 2025, the commune will simultaneously start construction of the projects.
In reality, in many localities in Quang Ninh province, the policy of upgrading and renovating residential areas has been implemented in the right direction, creating high consensus among the people. Many localities have launched the "90-day and night, 100-day and night campaign to improve the quality of urban areas and residential areas" with the goal of completing projects before the Lunar New Year 2026.
