Ly Son - Two fishermen who risked their lives to cross the waves in the middle of storm No. 13 were awarded the Guard Medal by the President.

On the afternoon of December 15, Mr. Nguyen Hoang Giang - Chairman of the People's Committee of Quang Ngai province chaired the Ceremony to award the President's Medal of bravery and Certificates of Merit from the Chairman of the Provincial People's Committee to outstanding collectives and individuals in responding to storm No. 13.

At the ceremony, representatives of the Department of Home Affairs announced the Decision of President Luong Cuong on awarding the bravery Medal to 2 citizens in Ly Son special zone. They were Mr. Phan Duy Quang (Tay An Vinh village) and Mr. Le Van Sanh (Tay An Hai village) who took brave actions to save people in storm No. 13.

Representatives of the Department of Home Affairs announced the decision of the Chairman of the Provincial People's Committee on awarding Certificates of Merit to 12 collectives and 2 individuals with outstanding achievements in rescue work during storm No. 13.

Among the 12 groups awarded Certificates of Merit, there are 9 groups of crew members and crew members of rescue ships from Quang Ngai, Quang Tri, Quang Ninh provinces and 3 other groups: Quang Ngai Provincial Port Management Board, Quang Ngai Maritime Port Authority, Division 372 of the Air Defense Forces. The two individuals who were awarded Certificates of Merit were Mr. Le Thanh Hung - Deputy Shipbuorer of An Vinh Express and Mr. Nguyen Thai Son - Deputy Head of Ly Son Border Guard Station.

Speaking to congratulate the collectives and individuals at the ceremony, Mr. Nguyen Hoang Giang - Chairman of the People's Committee of Quang Ngai province - affirmed that the disaster response in Quang Ngai province, especially the response to storm No. 13, has the contribution of the entire political system and the entire population. Including outstanding collectives and individuals honored to be awarded the Medal of bravery and Certificate of Merit.

As reported by Lao Dong Newspaper, at around 3:00 p.m. on November 6, Mr. D.Q.C (44 years old, residing in Tay An Vinh village) went to the Ly Son port area to jump into the sea due to family conflicts. At this time, storm No. 13 is about to make landfall in Quang Ngai, with big waves and strong winds.

Seeing this, Mr. Le Van Sanh (37 years old, residing in Tay An Hai village) and Mr. Phan Duy Quang (47 years old, residing in Tay An Vinh village) used a basket to rescue him. However, due to strong waves and strong winds, all 3 people were swept away far away and could not return to shore.

Upon receiving the news, the authorities and the Border Guard Command of Quang Ngai province mobilized rescue ships to search for missing people.

At 8:44 a.m. on November 8, Mr. Phan Duy Quang - who was floating at sea - was rescued by a cargo ship.

At 4:05 p.m. the same day, the An Vinh fishing boat and the fishermen rescued Mr. Le Van Sanh.

Also on the afternoon of November 8, Mr. D.Q.C was rescued by a fishing boat in Quang Binh.

Mr. Le Van Sanh and Mr. Phan Duy Quang are currently civil servants and employees working at the Ly Son Management and Exploitation Department under the Port Management Board.
