In order to promote and improve the quality and efficiency of mass mobilization work in planning work; compensation, support, and resettlement when the State reclaims land to implement socio-economic development projects, on May 5, Vice Chairman of Hanoi People's Committee Nguyen Trong Dong issued Plan No. 123/KH-UBND on strengthening mass mobilization work in the above areas.
The Hanoi People's Committee requires units to identify this as a key task and one of the criteria for evaluating the level of annual task completion of Party committees and leaders. In particular, it is necessary to enhance the sense of responsibility of authorities at all levels, leaders of departments, branches, sectors and the team of cadres, civil servants and public employees for mass mobilization work.
Units need to promote propaganda, dissemination, training and effective implementation of directives of the Central and Hanoi City on mass mobilization work, implementing democracy at the grassroots level in participating in giving opinions, appraising planning; supervising the implementation of planning, compensation, support and resettlement when the State reclaims land; at the same time, implementing urban development according to the orientation of public transport (TOD) and related laws.
The City People's Committee mobilizes organizations and people to actively participate in propaganda on planning, compensation, support, and resettlement; strengthen leadership, direction, inspection, and supervision roles; promote the prevention and control of corruption, waste, and negativity in the implementation process.
Units need to effectively coordinate with state agencies, the Vietnam Fatherland Front Committee and socio-political organizations at all levels in providing information and implementing mass mobilization work related to planning, compensation, support and resettlement. In particular, special attention is paid to resolving complaints and denunciations right from the grassroots level, limiting prolongation and excess, not allowing hot spots to arise.
The Hanoi People's Committee requests the Vietnam Fatherland Front Committee and socio-political organizations to promote their representative role, ensuring the legitimate and legal rights and interests of union members, association members and people. At the same time, organize appropriate forms for people to participate in giving opinions on the planning and implementation; mobilize people to proactively hand over land when the State reclaims land to implement socio-economic development projects; organize supervision of the disclosure of planning activities, compensation, support and resettlement work in accordance with current regulations.
