After the arrangement of commune-level administrative units, the city officially has 126 communes and wards.
Currently, 125 new wards and communes have headquarters plans. In particular, many wards are expected to be arranged with workplaces at old headquarters of the districts.
Cua Nam ward was established on the basis of merging the entire natural area and population of the wards: Tran Hung Dao, Hang Bai, Phan Chu Trinh (belonging to Hoan Kiem district); most of the natural area and population of Cua Nam ward (belonging to Hoan Kiem district); part of the natural area and population of the wards: Hang Bong, Hang Trong, Trang Tien (belonging to Hoan Kiem district); Pham Dinh Ho, Nguyen Du (belonging to Hai Ba Trung district).
The current Hoan Kiem District Party Committee headquarters is expected to be used as the headquarters of the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front and socio-political organizations of Cua Nam ward.
Ngoc Ha Ward was established on the basis of entering the entire natural and population area of the ward: Vinh Phuc and Lieu Giai (in Ba Dinh district); Most of the natural area and population of wards: Ngoc Ha, Doi Can, Kim Ma and Cong Vi (in Ba Dinh district); Part of the natural area and population of the wards: Ngoc Khanh (in Ba Dinh District); Part of the traffic land area of Nghia Do ward (in Cau Giay district).
It is expected to use the current headquarters of the Party Committee - People's Committee of Ba Dinh District as the headquarters of the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front and socio-political organizations of Ngoc Ha Ward.
Hai Ba Trung ward was established on the basis of merging the entire natural area and population of the wards: Dong Nhan, Pho Hue (belonging to Hai Ba Trung district); most of the natural area and population of the wards: Nguyen Du, Pham Dinh Ho, Le Dai Hanh (belonging to Hai Ba Trung district); part of the natural area and population of the wards: Bach Dang, Thanh Nhan (belonging to Hai Ba Trung district).
Expected to use Hai Ba Trung District Party Committee is currently the headquarters of the Party Committee, Fatherland Front and socio -political organizations in Hai Ba Trung ward. The headquarters of the People's Council - People's Committee of Hai Ba Trung Ward use the headquarters of Hai Ba Trung District People's Committee today.
Bach Mai ward was established on the basis of merging the entire natural area and population of the wards: Bach Mai, Quynh Mai, Bach Khoa (belonging to Hai Ba Trung district); most of the natural area and population of the wards: Thanh Nhan, Minh Khai, Dong Tam (belonging to Hai Ba Trung district); part of the natural area and population of the wards: Phuong Mai (belonging to Dong Da district); Le Dai Hanh, Truong Dinh (belonging to Hai Ba Trung district).
Expected to use the current political center headquarters as the headquarters of the Party Committee, the Fatherland Front and socio -political organizations in Bach Mai ward. Using the headquarters of the People's Council - People's Committee of Hai Ba Trung District is currently the headquarters of the People's Council - People's Committee of Bach Mai Ward.
Dong Da ward was established on the basis of merging the entire natural area and population of Thinh Quang ward (belonging to Dong Da district); most of the natural area and population of the wards: Trung Liet, Quang Trung (belonging to Dong Da district); part of the natural area and population of the wards: Lang Ha, O Cho Dua, Nam Dong (belonging to Dong Da district).
It is expected to use block C of the headquarters of the People's Council - People's Committee of Dong Da District as the headquarters of the Party Committee, People's Council - People's Committee of Dong Da Ward.
O Cho Dua ward was established on the basis of merging most of the natural area and population of the wards: O Cho Dua, Hang Bot, Cat Linh (belonging to Dong Da district); part of the natural area and population of the wards: Van Mieu - Quoc Tu Giam, Trung Liet (belonging to Dong Da district); Thanh Cong, Dien Bien (belonging to Ba Dinh district).
It is expected to use the A-B block of the headquarters of the Dong Da District Party Committee - People's Council - People's Committee as the headquarters of the Party Committee, People's Council, People's Committee, Fatherland Front and socio-political organizations of O Cho Dua ward.
Hoang Mai ward was established on the basis of merging most of the natural area and population of the wards: Yen So, Thinh Liet (belonging to Hoang Mai district); part of the natural area and population of the wards: Giap Bat, Hoang Liet, Tan Mai, Tuong Mai, Hoang Van Thu, Vinh Hung, Linh Nam, Tran Phu (belonging to Hoang Mai district).

Thanh Xuan ward was established on the basis of merging most of the natural area and population of the wards: Thanh Xuan Trung, Thuong Dinh, Nhan Chinh, Thanh Xuan Bac (belonging to Thanh Xuan district); part of the natural area and population of the wards: Trung Van (belonging to Nam Tu Liem district); Trung Hoa (belonging to Cau Giay district).
It is expected to use the current headquarters of the Thanh Xuan District Party Committee - People's Council - People's Committee as the headquarters of the Party Committee, People's Council, People's Committee, Fatherland Front and socio-political organizations of Thanh Xuan Ward.
Cau Giay ward was established on the basis of merging most of the natural area and population of the wards: Dich Vong, Dich Vong Hau (belonging to Cau Giay district); part of the natural area and population of the wards: Quan Hoa, Yen Hoa (belonging to Cau Giay district); My Dinh 1, My Dinh 2 (belonging to Nam Tu Liem district).

Ha Dong ward was established on the basis of merging the entire natural area and population of the wards: Van Phuc, Phuc La (belonging to Ha Dong district); most of the natural area and population of the wards: Mo Lao, Ha Cau, Van Quan, Quang Trung, La Khe (belonging to Ha Dong district); part of the natural area and population of the wards: Dai Mo, Trung Van (belonging to Nam Tu Liem district), Tan Trieu commune (belonging to Thanh Tri district).
