According to the program approved by the People's Committee of Hai Duong province, Chi Linh urban area (Hai Duong province) is divided into 3 areas with the goal of concentrated development, suitable to natural characteristics, as well as cultural, economic and social conditions.
Area 1 is the core area for developing cultural, ecological and resort tourism associated with preserving special national cultural heritage with a scale of 7,510 hectares, accounting for 26.54%. The population by 2030 is about 80,900 people, by 2040 is about 92,500 people.
The function of preserving and embellishing national cultural values combined with developing tourism in neighboring spiritual and cultural centers; developing tourist service centers combined with new ecological resort areas. The Pha Lai thermal power plant area and existing residential areas are renovated in association with the relic conservation space.
According to the program, Hai Duong will organize the space in compliance with the Master Plan for the conservation of the Con Son - Kiep Bac historical and cultural relic site 7 associated with the development of tourism in Chi Linh City (Hai Duong Province), zoning for conservation and special exploitation (zone I). At the same time, embellishing and exploiting the value of the buffer zone (zone II); creating a space for exploiting cultural tourism in conjunction with the natural landscape with the new low-rise residential area along National Highway 37.
The special conservation and exploitation area (zone I) has an area of 3,568 hectares, located in the communes of Cong Hoa, Le Loi, Hung Dao and Van An, and is planned into 2 sub-zones (Special conservation area: Con Son Lake thematic tourist area, central comprehensive service area, Le Loi commune residential area, Thanh Long Lake eco-resort, Con Son cultural and historical park area, Van Tri Kiep Bac park area, Tran Rong mountain area, Nam Tao, Bac Dau, Bac Dau mountain area, Phuong Hoang mountain area).
For this area, it is necessary to ensure the entire spatial structure, architectural works, relics, terrain and landscape remain intact.
The buffer zone (zone II) has an area of 4,772 hectares, which is the area surrounding zone I, belonging to Sao Do ward and the communes of Le Loi, Bac An, Hoang Tan, Cong Hoa, Chi Minh, Van An, Co Thanh Pha Lai and Hung Dao. This is the area surrounding or adjacent to Zone I to protect the landscape and ecological environment of the area. In this area, constructions are built to serve the restoration, exploitation and promotion of the value of the relic;
Area 2 is the northern area of Highway 18. Developing ecological agriculture associated with resorts has a scale of 10,132 hectares, accounting for 35.81%. The population by 2030 is about 42,500 people, by 2040 about 61,400 people. The function is a high-class ecological resort service area associated with lakes and natural forests.
Area 3 develops new urban areas, commercial services and high-tech industry with a scale of 10,650.72 hectares, accounting for 37.65%. The population by 2030 is about 163,580 people, by 2040 is about 247,500 people.
