Target to complete 3,100 social housing units
Pursuant to Decision No. 338/QD-TTg dated April 3, 2023 of the Prime Minister approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030", Ninh Binh province will complete social housing with the assigned target of 3,100 apartments for the entire project.
In addition, Ninh Binh province has also approved the program to develop social housing for workers and social housing for low-income people in Ninh Binh province until 2030, with a vision to 2045, specifically 2,887 units in the 2021-2025 period and 2,686 units in the 2026-2030 period.
Mr. Dinh Duc Huu - Deputy Director of the Department of Construction of Ninh Binh province - said that currently, Ninh Binh province has planned to arrange land fund for building social housing of 61.86 hectares and is urgently implementing 5 social housing projects with over 5,500 apartments.
“In the immediate future, Ninh Binh province is aiming to complete 3,100 social housing units for low-income earners and industrial park workers in the 2021-2030 period according to the assigned targets, of which 2,300 units will be completed in the 2021-2025 period and 800 units in the 2026-2030 period,” said Mr. Huu.
According to Mr. Huu, to speed up the progress of social housing projects in the area, in the immediate future, the Department of Construction of Ninh Binh province is coordinating with relevant units to study solutions to speed up the progress of social housing projects that have been planned as well as projects that Ninh Binh province has approved and has investment policy decisions. At the same time, studying solutions to encourage and create a favorable environment to attract businesses to participate in investing in social housing development.
Incorporating social housing development indicators into the system of socio-economic development indicators
Mr. Nguyen Cao Son - Vice Chairman of Ninh Binh Provincial People's Committee - said that the Provincial People's Committee has assigned the Department of Construction to preside over and coordinate with departments, branches and People's Committees of districts and cities in the province, focusing on removing difficulties and obstacles in legal matters and procedures for preparing investment in social housing projects, at the same time, advising the Provincial People's Committee on plans to promote and implement investment in the construction of social housing projects, promoting the implementation of the project's objectives "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030".
In particular, localities must include social housing development targets in the system of 5-year and annual socio-economic development targets of the locality. Urgently establish, amend and supplement local housing development programs and plans, in which clarify social housing targets for low-income people, industrial park workers and the people's armed forces.
In addition, it is necessary to plan and allocate land funds to develop social housing and workers' housing and strictly implement regulations on reserving 20% of land funds and land funds for workers' accommodation in industrial parks and industrial clusters in the province. Urge and guide enterprises and investors to complete legal procedures for investment in construction and completion of social housing projects in the area.
