Kinh Bac University - a private university in Bac Ninh province - has just issued a notice on the school's official website, warning that 160 university graduation certificates of students signed and issued by Mr. Pham Ngoc Truc on November 2 were not issued by the right authority, so these are illegal certificates.
At the same time, it is recommended that employers and students who have received the above diplomas avoid risks and bad legal consequences that may occur due to unauthorized signers and issuers and abuse of power and authority.
According to Kinh Bac University, Mr. Pham Ngoc Truc was appointed to the position of Vice Principal by Ms. Nguyen Thi Tuyet Hong, in the name of the President of Kinh Bac University Council, not in accordance with regulations and legal procedures, so he did not have the authority to sign and issue graduation certificates.
Previously, the Ministry of Education and Training (MOET) in a document sent to Kinh Bac University on October 29 pointed out that the school had many dismissal and removal decisions that were not in accordance with regulations.
In this document, the Ministry of Education and Training also requested that individuals appointed and assigned tasks by Kinh Bac University not perform tasks according to appointment decisions or assignment decisions that are not in accordance with the provisions of law.
However, the illegal signing and granting of degrees still took place, with 160 university degrees!
It is a joke that university degrees, which are symbols of dedication and effort in studying, can be signed by people who do not have enough authority just because of personal calculations.
Mr. Pham Ngoc Truc's signing of 160 illegal university degrees not only violated the law, affecting the legitimate interests of students, but also affected the reputation of Kinh Bac University, the entire education sector, and caused many consequences for society.
Knowing that these degrees were illegally granted, Kinh Bac University can take the procedure to revoke, cancel and then reissue them legally. This is the natural thing to do to restore the legal rights to 160 students.
Along with revoking and re-issuing degrees, the leaders of Kinh Bac University, the Ministry of Education and Training and relevant agencies must also get involved, sit down together to seriously rectify and clarify the responsibilities of each individual involved and come up with strict measures.
Although rare, the granting of 160 illegal university degrees originating from Kinh Bac University should not be seen by authorities as simply an incident but as a sign that educational management at private universities has been and is revealing many shortcomings.
Because internal conflicts and conflicts like this do not only occur at Kinh Bac University but also at many other schools, most recently at Hanoi University of Business and Technology with a serious and prolonged crisis in its organizational and internal structure.
Only when correctly identified can the authorities have appropriate solutions, both to rectify and to serve as a lesson for many other schools!
