Hanoi plans to increase the fine by 1.5 - 2 times compared to Decree 168, applicable to 107 violations from July 2025. In particular, there are 5 traffic violations with fines of up to 120 million VND.

Many people believe that the draft proposed a fine of up to 120 million VND, which is too high compared to the income of the people. The fine is intended to deter and remind people, while hitting the pocket of tens of times the average income of the people is unreasonable. However, a closer look will show that this fine is well-founded.

First of all, this is a group of violations that negatively affect infrastructure such as: Handing over a vehicle or allowing an employee or representative to drive a vehicle with a total weight (including goods and people) exceeding the road's allowable load capacity by 20% to 50%.

Or: Handing over the vehicle, allowing the employee, representative to drive or the vehicle owner to directly drive (including trailers and semi-trailers) carrying goods exceeding the permitted tonnage (weight of goods transported) for participation in traffic as stated in the vehicle's technical safety and environmental protection inspection certificate by 100% to 150%.

For this group of behaviors, there is no unexpected situation when participating in traffic leading to violations, but the vehicle owner and driver have time to prepare and load goods before the vehicle starts moving. Carrying excess weight is calculated, purposeful, and intentionally violates the law for profit.

Overloaded trucks can lead to traffic safety problems. In fact, many trucks and container trucks are overloaded, lose balance and overturn. Overloaded trucks, unsafe brakes and technical systems can easily cause accidents.

Overloaded vehicles also directly affect the road and bridge system. Many highways have been destroyed and bridges have collapsed due to overloaded vehicles. Because of these violations, the government has to spend billions of dong to repair roads and bridges.

Therefore, it must be seen that the damage caused by the violation of overloading is very large.

Punish this group of violations severely so that vehicle owners and drivers do not dare to carry goods exceeding the permitted level, to ensure traffic safety.

Protecting the road and bridge system is preserving national assets.
