For many years, the government and people of the Central provinces have been violating the motto "4 on-site" (on-site command, on-site forces, on-site means - materials, on-site logistics) and "3 readiness" ( proactive prevention, timely response, urgent and effective overcoming) in natural disaster prevention and control.
During this flood, both localities have once again clearly demonstrated their effectiveness in flexibly applying the "4 on-site" motto.
Typically, in mountainous communes such as Tra Tap and many other communes in western Da Nang, local authorities have proactively asked people to harvest rice early, store food and essential items in local warehouses, or temporarily borrow rice from boarding schools to distribute to people before floods occur.
This proactiveness and flexibility has helped the mountainous communes in the West of Da Nang significantly reduce damage to people and property, people are not hungry, even though landslides, isolation, flooding... still occurred, no less than previous years.
Another bright spot is ensuring uninterrupted communication. In Da Nang, the 575 Information Brigade (Military Region 5) deployed a field service station as soon as the flood showed signs of increasing.
Or in Hue, the City Police have an initiative to set up "Zero-dong charging stations" - forces using canoes or specialized vehicles to transport generators to each isolated residential area, notifying people via loudspeakers so that people know the time and place where they can charge their phones. Each charging point takes about 1 - 2 hours, enough for people to fully charge their batteries and maintain communication.
Mobile charging stations and field service stations have demonstrated their effectiveness in the recent flood, when people can keep in touch with relatives and authorities. Thanks to that, the direction, support and rescue work of local authorities has been carried out promptly and effectively.
Not only keeping information smooth, Hue city leaders, specifically Mr. Phan Thien Dinh, Chairman of the city, also actively and effectively use the personal Facebook page for green data with nearly 50,000 followers to regularly update instructions, flood situation, recommendations... of an official nature, directly from the head to the people.
Storms in the Central region are a story of "come back to the appointment", and it seems that next year is always "historic" more than last year. People cannot "resist" natural disasters. Or as writer Nguyen Ngoc Tu said, "there is no way to re-end the great flood that has opened up".
However, it is still possible to minimize and minimize damage to people and property in the direction of less damage each year than the previous year by always being proactive and improving their response capacity.
