The Quang Ninh Provincial People's Committee has just abolished the Council for assessing and classifying tourist boats in Ha Long Bay. This is a right step to remove overlaps in management, reduce unnecessary burdens for businesses and contribute to making the legal environment more open and transparent.
Established in 2015, the Council has gradually become a mechanism that not only causes overlap but also hinders the development of the local tourism industry.
Over the years, businesses, ship owners and the Quang Ninh Province Tourism Association have continuously petitioned to abolish this Council because all cruise ships have been inspected and licensed to operate by specialized agencies such as fire prevention and fighting and registration.
Then, it has to go through a similar inspection process by the Cruise Ship Classification Board. The unnecessary repetition has resulted in a waste of time and resources for the business.
It is worth discussing that the issue of overlapping functions and legal documents is not only in Quang Ninh but is a fairly common situation nationwide.
Inconsistencies in legal regulations not only make it difficult for businesses to comply, but also increase operating costs as businesses are forced to devote more resources to handling complex legal procedures.
Notably, this overlap also creates legal loopholes that some individuals or organizations can take advantage of for personal gain, while businesses that strictly comply suffer losses.
Therefore, not only Quang Ninh abolished the Ha Long Bay Tourist Boat Appraisal Council, but localities, ministries, etc. should also conduct general reviews to gradually eliminate overlaps, ensuring the implementation of the mechanism of assignment, coordination, and control of state power in law-making.
In the spirit of "fighting waste" as in the latest article of General Secretary and President To Lam, overlapping regulations and actions that waste time and effort of businesses, such as the incident of the Ha Long Bay Tourist Boat Appraisal Council, are a form of waste.
This waste not only needs to be fought but also "needs to be considered a new, urgent and pressing requirement and task" as directed by the General Secretary and President!
