In fact, the implementation of electronic invoices from cash registers has been "heating up" public opinion in recent days when many businesses are still worried about increased costs, complicated operations, and even hesitant to publicly announce revenue.
But in the long term, this is not only a tax management measure, but is the door to open a more transparent business environment and is the motivation for business households to gradually transform themselves into businesses.
Electronic invoices not only help tax authorities manage transparently but are also a "shield" to protect consumer rights. When each transaction, no matter the smallest, has a clear receipt, the buyer has a basis when arising a dispute, while limiting the situation of counterfeit goods and goods of unknown origin spreading in the market.
Electronic invoices are also an opportunity for business households to transform into businesses. According to Resolution 68 of the Politburo, by 2030, the country aims to have over 2 million enterprises. To achieve that number, hundreds of thousands of business households are currently the most potential force. To "grow up", they must gradually get used to methodical governance, financial transparency, and the use of software and standardized invoices. If the process of issuing invoices, recording revenue, and managing expenses is well operated, business households will not encounter any shocks in management when transferring to enterprises.
But how to make people agree, be self-conscious and consider business transparency as their own right, not just to serve management, is not an easy story.
In a recent open letter, Central Party Committee member and Minister of Finance Nguyen Van Thang requested associations, tax agents, tax consulting services companies, technology solutions, etc. to actively help business households in the transition period.
The Minister of Finance also pledged that the tax sector will have accompanying and supporting programs for business households to switch from contract tax to declaration. At the same time, it is necessary to encourage and promote business households to become enterprises through training courses, coaching, and guidance on tax policies, tax declaration, accounting regimes and tax and financial reporting, applying tax incentives according to the provisions of Resolutions 68-NQ/TW, Resolution 198/2025/QH15.
When well accompanied, with reasonable costs and a suitable roadmap, electronic invoices will be a tool to help business households grow stronger and more stable when entering the business playground.
