Politburo member and Prime Minister Pham Minh Chinh has just signed Official Dispatch 88 requesting ministries, branches and localities to strengthen management and use of electronic invoices generated from cash registers, improve tax management efficiency for goods sales activities, and provide services directly to consumers.
Accordingly, the Prime Minister requested the Ministry of Finance to preside over and coordinate with ministries and agencies to strengthen propaganda, leadership, direction, and organization of the use of electronic invoices, especially electronic invoices generated from cash registers, helping people, businesses, households, and individuals to clearly understand the benefits, responsibilities, and effectiveness of using electronic invoices.
Review, support, and require businesses to apply electronic invoices generated from cash registers as stipulated in Decree 70.
The Ministry of Finance directs tax authorities to immediately work with businesses and providers of electronic invoice software solutions generated from cash registers to find solutions to provide free software, reduce the cost of issuing electronic invoices for businesses, especially business households and individuals.
At the same time, strengthen inspection and supervision of the issuance and use of electronic invoices, especially in the preparation of electronic invoices generated from cash registers at retail businesses, resolutely handle according to the law for violations of tax and invoice laws.
The Prime Minister requested the Ministry of Industry and Trade to continue directing petroleum trading and retail enterprises nationwide to strictly comply with regulations on petroleum trading and invoices and documents; strictly implement the issuance of electronic invoices for petroleum trading and retail activities. Especially issuing retail invoices for gasoline to customers for each sale.
The Ministry of Science and Technology is assigned to promote businesses and software solution providers to innovate, research and effectively deploy sales software, electronic invoice software, and electronic signatures to better serve retail business activities and tax management.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with news agencies and tax authorities to organize dissemination and propaganda work to mobilize people, businesses, households and individuals to grasp the policies and laws on eliminating contract tax for business households and widely using electronic invoices generated from cash registers.
