On November 22, at the 8th Session, the Government submitted to the National Assembly the draft Law on Special Consumption Tax (amended).

According to delegate Duong Minh Anh, the burning of votive paper by people is becoming more and more popular, seriously affecting the environment and harming people's health.
The proposal to impose special consumption tax on votive paper, votive goods and plastic bags is very reasonable.
Firstly, minimizing the burning of votive paper will reduce the waste caused by this custom. According to preliminary statistics, each year Vietnamese people burn nearly 60,000 tons of votive paper, equivalent to nearly 5,800 billion VND. If this amount of money goes up in smoke, then what is it?
And this smoke causes pollution, which is harmful to human health. Many studies have shown that inhaling smoke from burning votive paper can increase the risk of Parkinson's disease in the elderly and affect the development of children.
Not to mention, burning votive paper is a cause of fire and explosion, causing unsafety in residential areas.
In many places, burning votive paper is not just a normal religious practice, but a superstitious custom.
Plastic bags are so cheap and convenient that they are everywhere. And this cheap thing is one of the products that contribute to environmental disasters.
Putting votive paper and plastic bags under special consumption tax will limit the consumption of these two harmful products.
Anti-waste is not only about large projects and constructions, but also about daily activities of each person and each family.
Living "green" is not just a call, but requires laws to regulate behavior.
