The Communist Party of Vietnam has long laid the foundation for lifelong learning through important policies, creating favorable conditions to build a comprehensive learning society.
Right after the August Revolution, President Ho Chi Minh launched a movement to eradicate illiteracy, emphasizing that learning is never the end.
Following that spirit, the Party and the State have issued many important policies and guidelines such as Resolution 29-NQ/TW on fundamental and comprehensive innovation of education and training, or Resolution 20-NQ/TW on science and technology development.
In addition, the Project "Building a learning society" for the period 2012-2020 and the period 2021-2030 has helped build a system of community learning centers, supporting learning for adults, workers and people in difficult circumstances.
These policies and guidelines not only create a solid legal framework but also orient the development of the national education system towards expanding learning opportunities for all classes of people.
movements to promote learning and talent have spread strongly, contributing to improving people's knowledge and training high-quality human resources to meet the requirements of industrialization and modernization.
However, as General Secretary To Lam pointed out in the article "Lifetime Learning", there are still significant barriers in promoting learning.
The current training system is sometimes heavily qualitative and does not really focus on quality. Many people study only to get degrees and promote but do not really consider studying as a means to improve their capacity and creativity in work.
To make lifelong learning a natural thing, a driving force for national development, there needs to be stronger solutions, especially the leading role of the Party and State.
First of all, the assessment of cadres and civil servants cannot only rely on their qualifications but needs to consider their practical capacity and work efficiency to encourage them to constantly learn and improve their qualifications.
In addition, the Party and State need to continue promoting the mechanism to support lifelong learning through developing an open learning ecosystem, applying digital technology to help people access knowledge more easily.
Online learning platforms, digital library systems, as well as learning support programs for workers need to be expanded and quality improved.
At the same time, it is necessary to promote international cooperation to learn advanced education models, combined with traditional values to create an education system suitable to the practical needs of the country.
Education promotion movements also need to go into depth, linked to the actual needs of each locality instead of just being formal.
When the education system is innovated in a more practical direction, encouraged creativity and breakthroughs, people are given the most favorable conditions possible to self-study, Vietnam will have enough knowledge to firmly enter a new era of development.
That is the way to realize the aspiration of "sacrifying the shoulders of the five continents" as wished by President Ho Chi Minh and the entire nation.
