The above viewpoint was raised at the first socio-economic meeting since the merger with Binh Duong and Ba Ria - Vung Tau provinces held on July 4.
Mr. Nguyen Van Duoc set a goal: "Previously, we planned according to each locality, now we have to plan according to the overall vision of the new city - a special urban area, striving to be in the top 100 livable cities in the world by 2030, with a vision to 2045".
What would a world-class city look like?
The Chairman of Ho Chi Minh City called on units to shift from the "control" model to the "service", taking efficiency as a measure. "We must eliminate the optimistic thinking towards the people. People do not ask - we do not give, but people are the ones who place orders, and the government is the service provider".
That is a criterion for a livable city.
Establish a two-level Public Administration Center and implement 100% of administrative procedures at the crossroads by the end of 2025.
People enjoy public administrative products, conveniently and smoothly, that is a criterion for a livable city.
Develop the economy, attract many investors and people to have jobs and produce and do business effectively. Taking advantage of all advantages, exploiting the strengths of each region to build a strong city, having at least two large corporations with the Ho Chi Minh City brand in the future.
That is one of the criteria for a livable city.
But that was not enough.
People hope to live in an environment that is not polluted by air, noise, waste and hope to eat clean, hygienic food without consuming counterfeit goods.
People need to travel conveniently, safely, without traffic jams or flooding.
People hope that the road will not be robbed, and their lives will not be threatened by criminals using high technology to defraud and appropriate property.
What people want is value, the criterion to become a livable city.
To limit air pollution, dust, and noise, many things need to be done, including the "greening" strategy, which takes a lot of time.
To clean up counterfeit goods and ensure food safety and hygiene to protect people's health and consumer rights, can it be successful?
To facilitate traffic and avoid traffic jams, a modern public transport system must be built. In the immediate future, it is necessary to complete 7 355km metro lines by 2035 as set.
To prevent flooding, it is necessary to restart the 10,000 billion VND tidal prevention project after many years of shelving.
