These paradoxes stem from both objective and subjective reasons, but are largely due to the lack of synchronous and effective coordination between ministries, branches and localities in administering policies.
To overcome these limitations, in recent times, the Government, ministries, branches and localities have met many times to discuss and propose many solutions. One of the notable solutions is the proposal to establish the National Rice Council, put forward by the Ministry of Industry and Trade and the Ministry of Agriculture and Rural Development.
The establishment of the National Rice Council is necessary, timely, and groundbreaking, promising to play an important role in quickly handling problems arising in rice trade activities, especially rice trade. unexpected fluctuations from competitors such as Thailand and India. This is also an opportunity to overcome limitations and inadequacies in operating the rice industry, helping Vietnam improve its position in the world market.
However, the question is how the National Rice Council will operate to avoid duplication and stepping on existing organizations, such as the Vietnam Food Association.
Rice is currently operating in a chain, but the coordination between production, processing, trade and export still faces many difficulties. Hopefully, with the establishment of the National Rice Council, there will be a mechanism for the two Ministries of Industry and Trade and the Ministry of Agriculture and Rural Development to coordinate better, ensuring sustainable development for the rice industry.
At the same time, it is necessary to listen more to the voices of industry associations and experts to ensure that all decisions are implemented effectively.
