At the meeting between the Ministry of Industry and Trade and the Ministry of Agriculture and Rural Development (MARD), Minister Lê Minh Hoan and Minister Nguyễn Hồng Diên discussed the proposal to establish the National Rice Council.
At the meeting, Minister Lê Minh Hoan emphasized: When established, in addition to addressing the limitations of the rice industry, the National Rice Council will quickly handle issues arising in the trade activities of the rice industry. Specifically, issues such as those in Thailand, India... with new, sudden export policies for rice; the issue of counterfeit rice brands (specifically ST 25 rice).
After establishment, the council will meet once a year, but will convene immediately in emergency situations. The council will support industry associations to operate more effectively, and resolve internal issues more quickly.
According to Minister of Industry and Trade Nguyễn Hồng Diên: "If this council is established, it will have to advise the government on strong and feasible policies to make Vietnamese rice valuable and have a brand on the global market".
Mr. Trần Công Thắng, Director of the Institute of Agricultural Policy and Rural Development Strategy, said that in the new context, the rice industry needs a strategic solution for rice farmers and localities growing rice; it needs comprehensive strategies, and strategic advice to handle issues such as: changes in market policies of countries, climate change, changes in consumer behavior; trade disputes, intellectual property protection; new trends in development…
Therefore, it is necessary to have an inter-ministerial institution to handle cross-cutting issues, covering all aspects to advise and handle major issues of the rice industry, and provide direction towards the common goal of sustainable development of the entire industry. In this institution, the state will not intervene deeply in the market but ensure its role in guiding and regulating activities, industry associations, and mobilizing public-private partnership to create additional resources from international cooperation and social resources.
