Seeing the social assets being wasted every day and being heartbroken, there are many projects that have lasted for decades that have not been completed. There are many reasons, but mainly due to problems with legal procedures, leading to the project being stopped. There are projects that are stuck in site clearance, so they are stalled, affecting the overall infrastructure connection of the entire area.
Many real estate projects are abandoned, with prime lands right in the center of big cities, in addition to waste, it also causes loss of urban beauty. Amidst spacious buildings, magnificent buildings are land plots that have become garbage dumps, polluting the environment.
Real estate alone, according to the Vietnam Real Estate Association, as of early 2023, the number of real estate projects being implemented nationwide must be temporarily suspended up to thousands of projects with an investment value of about 800,000 billion VND, equivalent to about 30 billion USD. Up to now, some projects have been cleared of obstacles to continue implementation, but not significantly compared to the total number of projects being "shelved".
Politburo member and Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 13/CD-TTg on urgently reviewing and fully reporting on investment projects with difficulties, obstacles, and long-standing backlogs to promptly resolve and immediately implement projects.
Before this Official Dispatch, the Prime Minister issued many documents directing and requesting ministries, branches and localities to focus on reviewing projects with difficulties, long-standing backlogs, urgently having solutions to completely handle them to implement projects, contributing to promoting socio-economic development, not wasting assets and money of the State, businesses, people and society. However, there are still some units and localities that have not implemented well.
It is time for ministries, branches and localities to follow the Prime Minister's instructions to start solving the problems and freeing up huge social resources that are being held back. It is also time, as the Prime Minister said: "Whoever does not do it should step aside and let others do it".
The projects are implemented, not only to limit waste but also to create a market to promote production and business activities, workers have jobs, and stabilize the lives of many people.
