An important content of Resolution 71 that has received attention and public approval from the academic world is the disolution of universities that do not achieve or eliminate intermediate levels.

The Politburo directs the arrangement and restructuring of higher education institutions; merging and dissolving substandard higher education institutions; eliminating intermediate levels, ensuring streamlined, unified and effective governance; studying the merger of research institutes with higher education institutions; strengthening state management of higher education institutions, researching the transfer of some universities to local management to improve management efficiency and better meet local human resource training requirements.

Currently, many localities are trying to have one or two universities, but the quality of training is low.

In reality, many schools promote to attract students, but not enough, forcing them to stop training some majors.

Students do not choose low-respected universities, because parents and students know that even if they graduate with a degree from a school, they will not be able to get a job.

For universities with many reputations for training, low quality, and even student fraud activities, they should dissolve them to avoid affecting the overall reputation of Vietnamese higher education.

For some universities, it is advisable to arrange and merge to focus on specialized training. For example, building a number of key pedagogical schools to train teachers and educational managers.

In addition to merging higher education institutions, it is also considered merging research institutes with universities to streamline and operate effectively.

Many institutes do research but cannot make scientific products, so there is no profit.

The demand of the times is that the product is applied to life and production, not a set of documents contained in a drawer immediately after acceptance.

Universities not only train students and grant degrees, but also conduct scientific research. Therefore, merging research hospitals into higher education institutions is appropriate.

The elimination of intermediate levels in the university system has been discussed.

In the article "It is necessary to study the proposal to abolish national and regional universities, this is also an arrangement to streamline the apparatus" published on May 15, 2025, Lao Dong Newspaper stated the view: It is necessary to organize a workshop, so that universities and experts can frankly express their views on whether the national and regional university model should exist or not?

Survey and collect opinions from university principals to be objective in evaluating national and regional university models. Is it a "double-trend" or not, is it a "b train" or not?

Now, with Resolution 71, the elimination of intermediate levels must be implemented, not to allow it to be prolonged, which hinders development.
