The HC1-01 underpass under the An Phu intersection project was not open to traffic during the April 30 holiday as planned.

The HC1-01 underpass is 480m long, including 4 lanes, with an investment cost of 341 billion VND, located at the intersection between Mai Chi Tho Avenue and Dong Van Cong Street.

In a document sent to the Ho Chi Minh City People's Committee on April 11, 2025, the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board - investor) said that it will open the HC1-01 underpass under the An Phu intersection project on April 26, 2025 to celebrate the 50th anniversary of the country's reunification.

Ho Chi Minh City residents are very excited to hear the news, because during the construction phase, this area was surrounded by a lot, affecting traffic, if the tunnel was opened, traffic congestion would be reduced. But from excitement to disappointment, many people travel during the April 30 holiday, this is still a hot spot with traffic jams that have not been relieved.

This is not the first time the Traffic Department has broken its promise to complete the HC1-01 underpass.

First time, April 2024, when closing the intersection of Mai Chi Tho - Dong Van Cong to construct the HC1-01 tunnel, the transport briefing said that it would be completed on September 2, 2024. However, the tunnel has not yet been cleared. From the milestone of February 2, 2024 to April 30, 2025 is 8 months, the transportation has not been completed, one more promise.

According to the traffic briefing, the cause of late appointment is due to complicated geological and groundwater conditions, causing the completion of the item of drainage pumping stations to generate many additional tasks. The work will be completed and the HC1-01 tunnel will be opened in the morning of 9.5.

Don't break your promise for the third time, "the top looks down, the people look in", it's hard to say.

The thing is, not only the tunnel HC1-01 is late. An Phu intersection project - was started at the end of 2022, with a total investment of more than 3,400 billion dong, the goal was completed on April 30, 2025 - too. This project has to go back to the end of 2025 and it is not sure to finish the expected finish. The reason for some items is delayed, especially the site clearance.

An Phu intersection is a connection point between key traffic axes such as Ho Chi Minh City - Long Thanh - Dau Giay Expressway, Mai Chi Tho Avenue, Nguyen Thi Dinh, Luong Dinh Cua and Dong Van Cong streets. For a long time, serious traffic jams have occurred in this area, making it very miserable for people to travel.

For the expressway, the An Phu outlet is a "bottleneck" button, causing frequent traffic jams, turning the expressway into a car parking lot.

The Ho Chi Minh City - Long Thanh - Dau Giay Expressway is the traffic axis from Ho Chi Minh City to Long Thanh Airport, if not completed in 2025, it will not be synchronized with the operation of Long Thanh Airport.
