In recent years, crimes have used high technology, taking advantage of cyberspace to carry out complex activities. The subjects thoroughly used modern applications, technologies, and means to commit crimes, sabotage the Party and State, and operate anonymously and are difficult to trace. Most of the activities are organized, but only communication and connection through cyberspace, no contact or exchange in real life.
According to the report of the Ministry of Public Security, the rate of searching for internet addresses with subscriber information does not exceed 40%, causing great difficulties for the protection of national security, order and social safety of the public security force.
Therefore, the proposal of the Ministry of Public Security on requiring businesses providing services in cyberspace to identify the internet address (IP address) of organizations and individuals using internet services is considered a big step forward. IP addresses are similar to real-life house numbers and residential addresses, which are the most important basis for determining information, location, terminal devices for access, use, and operation on the internet, helping security agencies quickly identify suspected subjects and promptly handle cybercrime cases, especially violations related to personal information and national security.
Requiring telecommunications businesses and network operators to provide users' IP information also helps reduce the exploitation of network services to conceal identities, avoiding tracing by authorities.
On the other hand, the requirement for network operators to provide IP information to security agencies also needs to be done carefully, ensuring the privacy of the people. The government and authorities need to develop strict regulations to protect personal information, prevent abuse and infringement on the rights of service users. Security agencies need to have a mechanism to monitor and protect information, while ensuring that data is processed for the right purpose, serving State management without violating the privacy of individuals.
The Party and State are strongly implementing strategies for developing science, technology, innovation, and digital transformation. In particular, the Project to develop applications of population data, identification and electronic authentication to serve national digital transformation (Project 06) is a central project. The goal of Project 06 is to exploit, connect, and share data "correct, complete, clean, living, unified, and shared".
This goal can only be achieved when there is a safe and transparent network environment with the responsible participation of the government, service providers and people. Ensuring the identification of mobile subscribers and managing IP addresses are core factors that help protect people and national security in the digital space.
