Metro Line 2 was approved in 2010 with an initial total investment of VND26,000 billion. By 2019, the project capital was adjusted to increase to nearly VND47,900 billion.
The entire Metro Line 2 is only over 11km long, with 9 underground stations and 1 elevated station. However, it has been 15 years without a fruit shape, which is unreasonable.
It is still a problem.
According to the Ho Chi Minh City Urban Railway Management Board (MAUR), the site clearance work for Metro Line 2 project has reached 99.83%, with 584/585 cases handed over.
There is another case of public land entangled in legal procedures expected to be handed over in the first quarter of 2025.
If public land can be cleared, public land must be done, even done quickly to ensure the project can be implemented soon. The population is impatient to wait for the metro, the government is "impatient" for the people to have to.
The site has been cleared nearly 100%, but the project is still stuck due to many other problems. Perhaps there are problems that have not been resolved for 15 years.
What is the problem?
MAUR said that the progress outside the construction site is still slower than planned due to many factors: Construction in urban areas is cramped, causing many underground works outside the design; some households have works within the project area that have not been completely resolved; mobilizing human resources and equipment from contractors that have not met requirements despite commitments.
There are still issues under the responsibility of the government to resolve. Difficulties exist wherever, the job of the management agency is to solve those difficulties.
MAUR said that it will focus on speeding up the construction progress to complete the relocation of infrastructure in the third quarter of 2025. Uncertain whether this is a final commitment or not, let's see.
It is not known whether it is humorous or bitter, Metro No. 2 is expected to be exploited in 2026, but up to now, it is not known when the main package will start construction.
The worrying thing is that when starting construction and implementing the project, it may have to adjust capital increase again, from VND47,900 billion to an unpredictable figure.
And more worryingly, Ho Chi Minh City aims to complete 355km of metro by 2035. If only 1 route of 11km is still on paper for 15 years, can 7 routes with 355km be completed in 10 years?
