The Ministry of Home Affairs has reported the results of the arrangement of district and commune-level administrative units in the 2023-2025 period.
Accordingly, the newly established Hue City under the Central Government; reorganized 38 district-level administrative units and 1,178 commune-level administrative units.
After reorganizing and reducing 9 district-level units and 563 commune-level units; at the same time, newly establish and upgrade 137 urban administrative units to promote urbanization acceleration, striving to have 45% of urban administrative units by 2025 according to the Resolution of the 13th National Party Congress and Resolution 06 of the Politburo.
According to the Resolutions on the arrangement of district and commune-level administrative units in the 2023-2025 period of localities approved by the National Assembly Standing Committee, 11 localities have arranged district-level administrative units since the beginning of 2025, including:
Hai Phong
Establish Thuy Nguyen City on the basis of area and population size after adjusting the arrangement of Thuy Nguyen District from January 1, 2025.
Son La
Establish Moc Chau town on the basis of the entire natural area and population of Moc Chau district from February 1, 2025.
Bac Giang
From January 1, 2025, the entire natural area of 191.74 km2 and the population of 176,980 people of Yen Dung district will be merged into Bac Giang city. Adjust a part of the natural area of 75.93 km2 of Son Dong district to merge into Luc Ngan district.
Ha Nam
Establish Kim Bang town and its affiliated wards on the entire area and population of Kim Bang district from January 1, 2025.
Thanh Hoa
Merge the entire natural area and population of Dong Son district into Thanh Hoa city from January 1, 2025.
Ha Tinh
Adjust part of Thach Ha district area, corresponding to the entire natural area and population of 11 communes, including: Dinh Ban, Tan Lam Huong, Thach Dai, Thach Hai, Thach Hoi, Thach Khe, Thach Lac, Thach Thang, Thach Tri, Thach Van and Tuong Son, to merge into Ha Tinh city.
Adjust the entire area and population of Cam Vinh and Cam Binh communes of Cam Xuyen district to merge into Ha Tinh city.
At the same time, the entire area and population of Ho Do commune in Loc Ha district will be adjusted to merge into Ha Tinh city from January 1, 2025.
Da Nang
Arrange Lien Chieu district and Thanh Khe district, through adjusting a part of the natural area of 1.03 km2, population of 15,220 people of Hoa Minh ward, Lien Chieu district to merge into Thanh Khe Tay ward, Thanh Khe district from January 1, 2025.
Quang Nam
Merge the entire area and population of Nong Son district into Que Son district from January 1, 2025.
Ba Ria - Vung Tau
Merge Long Dien and Dat Do districts into Long Dat district from January 1, 2025.
Hue City
Arrange district-level administrative units of Thua Thien Hue province to serve as a basis for establishing districts under Hue City under the Central Government from January 1, 2025.
Establishment of Phu Xuan District: On the basis of a part of the natural area of 127.05 km2 and a population of 203,142 people of Hue City, Thua Thien Hue Province.
Establishment of Thuan Hoa District: On the basis of the entire natural area of 139.41 km2 and the population of 297,507 people of Hue City, Thua Thien Hue Province after adjustment
Establish Phong Dien town on the basis of the entire natural area of 945.66 km2 and the population of 105,597 people of Phong Dien district.
Merge the entire natural area of 647.82 km2 and the population of 26,427 people of Nam Dong district into Phu Loc district.
Ninh Binh
Establish Hoa Lu City on the basis of merging the entire natural area and population of Hoa Lu District and the entire natural area and population of Ninh Binh City. After its establishment, Hoa Lu City has a natural area of 150.24 km2 and a population of 238,209 people from January 1, 2025.
