On February 19, according to information from the Ministry of Home Affairs, up to now, 51/63 provinces and cities have been approved by the National Assembly Standing Committee for the Resolution on the arrangement of administrative units (ADUs) for the period 2023-2025.
There are 3 localities of Binh Phuoc, Dien Bien, Lai Chau that have not been able to implement it due to not meeting standards and conditions.
The implementation of the arrangement of administrative units at district and commune levels in the 2023-2025 period has been actively implemented, ensuring progress so that localities have time to implement the Resolutions of the National Assembly Standing Committee on the arrangement of administrative units.
This also helps prepare well for the organization of Party Congresses at all levels for the 2025-2030 term and the election of National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term.
Some localities have been determined in implementing and arranging a large number of administrative units subject to arrangement and arranging additional units for administrative units subject to incentives.
Some localities have developed a plan to implement the arrangement, but during the implementation process, there were some difficulties, so it was necessary to propose not to implement the arrangement or leave some administrative units that could not be arranged.
It can be mentioned that Lai Chau province has developed a comprehensive arrangement plan with 3 district-level administrative units and 2 commune-level administrative units, but then the province proposed not to implement the arrangement at this stage.
Phu Tho province has developed a comprehensive plan to implement the arrangement with 80 commune-level administrative units, but when implemented, the province only developed a arrangement project dossier with 30/77 commune-level administrative units, and proposed not to reorganize with 7 units due to specific factors and not yet implementing the arrangement for 40 administrative units.
Quang Binh province has left 6 commune-level administrative units that have not been reorganized due to not receiving the consensus of voters in the area.
On August 22, 2024, the National Assembly Standing Committee issued Resolution No. 50/2024/UBTVQH15 stipulating a number of contents related to ensuring the requirements for urban classification and standards of administrative units to implement the arrangement of administrative units at district and commune levels in the period of 2023-2025.
This Resolution has removed a number of obstacles related to reviewing, evaluating, and classifying urban areas to ensure the progress of implementing the arrangement of administrative units in the period of 2023-2025.
Up to now, some localities have not been able to complete procedures related to urban planning, urban classification and assessment of urban infrastructure development level, so they must be removed from the arrangement plan for some urban units such as in Lang Son, Yen Bai, Thai Nguyen provinces, etc.
Some localities such as Dien Bien and Binh Phuoc provinces have developed an arrangement plan but have not yet ensured regulations on urban planning and classification, so the arrangement plan in 2024 cannot be implemented yet.
The Ministry of Home Affairs said that the Government will continue to direct, urge, and inspect the arrangement and assignment of redundant cadres, civil servants, public employees, and non-professional workers and the arrangement of redundant public headquarters after the arrangement of administrative units of localities.
At the same time, a preliminary review of the implementation of the arrangement of administrative units at district and commune levels in the 2023-2025 period will be organized; continue to study and improve the effectiveness of urban planning.
At the same time, complete the development of regulations and guidelines to organize the implementation of the development of a comprehensive plan for administrative units at all levels until 2030, with a vision to 2045 as a basis for implementing the arrangement of administrative units in the next phase.
