National Assembly Deputy Nguyen Thi Yen expressed concern when in Clause 1, Article 3 of the draft Law, the Minister of Education and Training was assigned to develop a decision on a set of general textbooks and added a provision: "For localities that are eligible to implement free textbooks from this school year".
According to Ms. Yen, if this is regulated, students in poor and mountainous localities will not enjoy the same policies as those in provinces and cities with conditions.
I strongly agree with the viewpoint of delegate Nguyen Thi Yen, children in every locality are the same, if only local children have the conditions to get free textbooks, it will not be fair.
Not to mention, for children in disadvantaged areas, priority should be given.
Free textbooks nationwide, should not be in places with conditions to do first, in places with difficulty in implementing later. Because it is difficult to know which year the poor province will be eligible for, so the children of those localities will suffer.
In reality, many localities are still poor and do not have enough conditions to solve other urgent requirements, so there is not enough money to spend on free textbooks.
Regarding the proposal to provide free textbooks to students in the 2026-2027 school year, that is what people want, especially for poor families.
The above proposal of delegate Nguyen Thi Yen also needs to be studied, if possible, it should be implemented next year.
Because this year, natural disasters have occurred in large numbers, lasting for the past few months. Storm and flood attack the northern provinces, the North Central provinces to the South Central regions. In addition to the destroyed traffic infrastructure, people also suffered heavy damage, many families were left penniless.
In the coming school year, in addition to tuition exemption, students of all levels of high school will be provided with free textbooks to support poor families with children going to school.
However, whether or not to implement it depends on budget capacity. National resources also ensure investment, growth, development and completion of many other social security goals.
However, whether implementing the early provision of free textbooks for the next school year or postponing the following school years, it should still be implemented nationwide to ensure fairness.
