Hanoi has just suffered two floods on September 30 and October 7, each of which was very severe, paralyzing traffic throughout the city, causing common damage to the whole society. Many vehicles were damaged by flooding, the total cost of repairs is not small. There are many other damages in production, business and services that cannot be fully calculated.

Heavy rain causing flooding is normal, but every time there is heavy rain, it is unusual. If it is only for rain, it is not clear the responsibility of the manager. It must be frankly acknowledged that severe flooding is the result of unscientific urban management, lack of overall planning for infrastructure, construction of urban areas and drainage systems.

Houses and constructions have sprung up densely, but the drainage system has not been built accordingly, and the water cannot drain in time. Worse, many sewers are being used by people to dump garbage. Garbage clogged the sewers, water could not drain quickly. A person who litters the road and flows into a sewer is the one who harms us, not just nature.

The new urban area has sprung up, occupying many areas with natural drainage, many canals and fields have been leveled to replace with concrete. The immediate advantage is that the city has modern high-rise buildings, spacious apartments, collecting large sums of money for businesses and investors, and the budget for the locality, while the damage is what we have just witnessed.

If there is no timely solution, the damage will be increasingly severe, because the weather will become more extreme.

There have been many seminars on flood prevention for Hanoi, experts have proposed a number of solutions suitable to the conditions and resources of the city, but have not implemented them in a timely manner. Meanwhile, the current flood prevention projects are broken, not meeting the drainage needs during heavy rain.

According to Hanoi Drainage Company, the rains that occurred on September 30 due to the impact of storm No. 10 exceeded the design capacity of the city's drainage system by more than 8 times.

Overall planning means including large flood prevention projects, long-term implementation, requiring a lot of time to complete and put into operation. Therefore, it is necessary to have quick and timely solutions such as investing in large-capacity pumping stations to support rapid drainage during heavy rain.

In the immediate future, it is necessary to immediately adjust projects and works affecting drainage canals and natural reservoirs. If the imbalance in natural drainage continues to be pushed further, no artificial drainage system will be able to save it.
