At around 10:30 a.m., a woman collapsed while crossing a 0.3 m flooded spot at the Tu Mo - Pham Hung intersection. Some people also showed signs of numbness in their limbs, suspected to be due to an electric leak from the lighting pole at the intersection.
The working group of Road Traffic Police Team No. 6, Hanoi City Police, on duty nearby, assigned an inspector to contact the power unit to determine the source of the power leak.
Regarding this issue, speaking with a reporter from Lao Dong Newspaper, a representative of Hanoi Power Corporation (EVN Hanoi) said that the unit had sent forces to inspect and determine the cause of the power leak in the flooded area on Tu Mo - Pham Hung Street (Yen Hoa Ward, Hanoi).
The phenomenon of electric leakage was determined to be due to an electrical outage from the urban lighting pole. EVN Hanoi has supported cutting down on resources and immediately fixing the problem, ensuring the safety of the people.
According to the report of Ba Dinh Power Company, at around 10:00 a.m. on October 7, 2025, the unit received information from the urban infrastructure management officer of Yen Hoa ward about the suspected electric leak in the above flooded area, causing some people to feel numb on their limbs when passing by.
Immediately after receiving the electricity, the Yen Hoa Ward Power Management Team inspected and determined that there was no power supply line managed by Ba Dinh Power Company at this location.
The scene only had a steel light pole belonging to the light line managed and operated by Vimeco Joint Stock Company. The lamp post is supplied with electricity from the lighting cabinet of this unit.
Ba Dinh Power Company has coordinated with Hanoi Urban Equipment and Lighting Company Limited (Hapulico) - the city's lighting system management unit to support Vimeco in cutting off power supply for flooded areas at risk of insecurity.
According to the recording of the scene between the representative of Hanoi Urban Equipment and Lighting Company Limited (Hapulico) and Vimeco Joint Stock Company, at 10:22 a.m. on the same day, after Ba Dinh Electricity officials reported an electric leak from the lighting pole at the beginning of Tu Mo Street, a lighting line operated by Vimeco, causing some road users to be pulled.
hapulico sent officers to check and discovered that the cause of the incident was due to the wrong timing system, causing the lighting source to still operate in flooded conditions. hapulico has supported the handling, and at the same time requested Vimeco Company to urgently take drastic measures to ensure absolute safety for the people.
Lieutenant Colonel Pham Van Chien - Captain of Road Traffic Police Team No. 6, said that after about 30 minutes since the discovery, the incident was resolved. However, to ensure safety, the Team used a specialized car to transport people and vehicles through flooded areas.
Traffic police recommend that people do not go through deeply flooded areas, avoid stopping or parking vehicles near power poles and transformer stations.
Affected by the circulation of storm Matmo, Hanoi has had continuous heavy rain from 3am to nearly noon. Hanoi Drainage Company recorded 122 flooding points in the inner city, of which 29 were flooded over 0.5 m, causing vehicles to not move.
This is the third time in the past 40 days that Hanoi has been flooded widely. The previous two times were on August 26 and September 30, both the same day after Typhoon Kajiki and Bualoi made landfall in the North Central region, causing heavy rain from Hue city to the North.
