Uncle Ho emphasized in the final part of the immortal Declaration: "Vietnam has the right to enjoy freedom and independence, and the truth is that it has become a free and independent country. The entire Vietnamese nation is determined to bring all its spirit and strength, life and property to maintain that right to freedom and independence".
Protecting, building and building the country needs a particularly important factor: Gathering and uniting talented people.
Two months later, in Cuu Quoc newspaper No. 91, November 14, 1945, President Ho Chi Minh published an article "Talents and national construction". He clearly stated that to maintain independence, one must wholeheartedly enthusiastically embark on the path of national construction: "Building needs talents. Our country's talents are not very abundant, but if we cleverly choose, cleverly distribute, and cleverly use them, talents will develop more and more".
He stated: "What we need most now is: Diplomatic construction; Economic construction; Military construction; Education construction. We hope that our compatriots who have talent and initiative in those tasks, and are willing to enthusiastically help the country, please send a clear plan to the Government. We will study that plan carefully, if it can be implemented, we will implement it immediately.
President Ho Chi Minh's spirit of valuing talent has been shown throughout the length of the Vietnamese revolution.
In today's era, when the country enters a new stage of development, the requirement to value talent becomes even more urgent. Major goals in science and technology, innovation, digital transformation, and improving national competitiveness cannot only rely on material resources, but require people with new thinking, outstanding capacity and aspirations to contribute.
On August 24, 2026, General Secretary and President To Lam chaired a working session with the Government Party Committee and relevant agencies on the National Strategy on attracting, using and developing talents in key industries and fields, serving rapid and sustainable development in the new era.
At the working session, General Secretary and President To Lam stated clearly that talent is a special strategic resource of the nation. Developing, attracting and valuing talent must be placed in the overall strategy of national development, taking national and ethnic interests and the requirements of implementing strategic tasks as the highest orientation; focusing on industries, fields, programs, projects and works that are decisive for the self-reliance capacity, competitiveness and rapid and sustainable development of the country.
General Secretary and President To Lam also suggested studying the promulgation of the "Vietnamese Talent Visa", accompanied by a one-stop, transparent process with a clear processing time limit, synchronously resolving procedures and policies on salaries, residence, labor, taxes, housing, health, education and recognition of qualifications for talents and families.
The issue of valuing talent has been clarified: Attracting talented people, creating an environment for them to contribute must go hand in hand.
A strong country is not only because there are many talented people, but because it knows how to put talented people in the right position and give them the belief to act.
That is also the inheritance, promotion and development of President Ho Chi Minh's viewpoint in valuing talents.When each talent is sparked, each initiative is respected, each contribution is recognized, the strength of millions of people will become a driving force to bring the country to develop quickly, sustainably and self-reliantly.
