If calculating from Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation to Resolution 68-NQ/TW on private economic development, Vietnam has had a "four pillar ministries".
Regarding Resolutions No. 70 on Ensuring national energy security until 2030, with a vision to 2045; Resolution No. 71 on Breakthroughs in education and training development; Resolution No. 72 on Some breakthrough solutions, strengthening the protection and health care of the people, General Secretary To Lam said: "These three resolutions continue and strongly supplement the strategic "Three Resolutions", creating a unified body, a breakthrough to realize the two 100-year goals, building a strong, prosperous, lasting and sustainable Vietnam".
The highlight of the Resolutions is not only in innovative thinking but also in building and setting very specific goals, not general orientations.
For example, Resolution 71-NQ/TW on breakthroughs in education and training development setting goals by 2030 such as " Spending at least 20% of the total State budget on education, along with major incentives for the teaching staff" or "by 2030, a university will be in the top 100 in the world, 8 schools in the top 200 in Asia" are strong commitments and messages.
Resolution 71 is a breakthrough in thinking, awareness and determination, resolutely changing institutions in education and training, affirming that education and training is not only the top important national policy, but also a factor that determines the future and fate of the nation.
The indicators stated in the Resolutions will be considered KPI - an index measuring and evaluating operational efficiency. Along with that are the solutions and drastic action programs of the Government to create a synchronous and strong movement, clearly demonstrating the spirit of "issuing policies" to " governance and implementation", taking people and businesses as the center, taking practical effectiveness as a measure.
At the National Conference on disseminating and implementing the 4 Resolutions of the Politburo held yesterday, General Secretary To Lam also informed that the Politburo is drafting to issue two other important Resolutions, the Resolution on State economy and the Resolution on building Vietnamese culture and people.
These two resolutions, together with the newly issued strategic resolutions, will become a synchronous policy system, capable of realizing the aspiration to make Vietnam a strong and prosperous country in the future.
