On the afternoon of July 7, at a press conference to announce the situation, results of work in the first 6 months of the year and key tasks for the last months of 2025, the Ministry of Public Security informed about the case of violations occurring at the Central Institute of Forensic psychiatry of Bien Hoa (Dong Nai).
Among the 33 defendants, there are many assessors and medical staff at key forensic psychiatric assessment facilities. Notably, there are 19 defendants related to the Southern Region Forensic Psychiatric Assessment Center.
The defendants gave - received bribes, brokers - colluded - forged records, took advantage of their positions and powers and distorted the appraisal conclusions. Some subjects play the role of both brokers and those who directly approach the appraiser to "run" psychological conclusions.
Major General Phan Manh Truong - Deputy Director of the Department of Investigation Police on Social Order (Ministry of Public Security) analyzed, assessed and concluded incorrectly, leading to many cases and incidents being suspended, temporarily suspended, exempted from execution of judgments and even many subjects after being exempted from execution of judgments continuing to violate the law (especially, there are subjects who commit crimes related to drugs and have very high sentences).
Thus, it can be seen that psychiatric examination is a "door" for criminals to escape. When being assessed and concluded to have a mental illness by a professional agency, the subject who violated the law will be exempted from criminal liability.
Taking advantage of the provisions of the law, those responsible and authorized in forensic psychiatric assessment have colluded with brokers, making false conclusions to let criminals "run" crimes.
In this case, not the prosecution agency left the crime un solved, but the forensic agency itself paved the way for the criminal to escape.
Assessing and concluded incorrectly not only makes criminals escape but also endangers society. For crimes related to violence, prostitution or drug trafficking, to get them off the drugs, society will suffer the consequences.
Therefore, public opinion is in agreement when the investigation agency has initiated a case related to violations at the Central Institute of Forensic Psychiatry of Bien Hoa, destroying a dangerous criminal ring.
This case also shows the need to rectify the operations of institutes and forensic psychiatric assessment centers, especially personnel work.
People without high ethics, medical ethics and social responsibility, doing this job are easily bribed, causing harm to the community.
