Soc Trang Provincial Party Committee has just issued Notice No. 2195-TB/TU of the Provincial Party Committee Standing Committee on the principles and plans for arranging cadres, civil servants and public employees of the Commune-level Party Committee after the merger of administrative units.
In particular, there are requirements for publicity, transparency, and fairness in personnel allocation; resolutely prevent local situations, group interests, and negative behaviors.
In particular, it is not considered to arrange or introduce to hold higher positions for cadres who have been disciplined in the 2020-2025 term, or have violations or shortcomings according to the conclusion of competent authorities or have information about personal responsibility in cases, incidents, and conclusions that the competent authorities are investigating, inspecting, and examining.
When implementing the merger of administrative units, the work of arranging cadres is an important matter. selecting people with high capacity and moral qualities to work in the government apparatus will help the people and the country benefit. On the contrary, untalented and disruptive cadres will cause losses and damages that people witness through cases that have been tried.
In the arrangement of cadres, it is easy to have personal relationships and buy and sell positions, so the Standing Committee of Soc Trang Provincial Party Committee issued a request to "resolutely prevent local situations, group interests and negative behaviors".
Not only Soc Trang, but also localities must strictly implement the non-arrangement of disciplined officials to hold higher positions according to Conclusion 150-KL/TW of the Politburo.
Merging administrative units, with many surplus cadres, there is no reason to put a tarpaulin on cadres who have been disciplined to hold higher positions.
Not to mention, for those who are disciplined, have violations, shortcomings or have personal responsibilities in cases, it is necessary to carefully consider each case before assigning work.
For these people, it is best to proactively resign. If they do not withdraw voluntarily, the organization should also lay off the work, leaving that position to good and dedicated officials.
During the period of restructuring and streamlining the apparatus, any locality that allows disciplined or investigated officials to continue working, while talented and ethical people have to quit their jobs, is unacceptable.
