Building a legal environment for digital economy development

The press and world economic information channels have provided optimistic analysis and forecasts about Vietnam's digital economy in 2025. With a market of 100 million people, based on the development of recent years, this year the scale of Vietnam's digital economy will increase to 45 billion USD.

The Star newspaper has an article titled “Vietnam remains the fastest growing digital economy”, with convincing information. Objective comments from the international press show that the initial results of Vietnam’s digital economic growth are the basis for strong steps this year and in the coming years.

E-commerce is a pillar contributing to the digital economy, online tourism, cashless payments have been popular in urban areas, this year "covering" more rural and remote areas is possible. With a smartphone, exploiting cross-border platforms, each person can operate to perform all transactions and payments. That is to say, the digital space will gradually erase the boundary between urban and rural areas.

Vietnam's digital economic progress is encouraging, but there is still much to do to achieve breakthrough growth and positive impacts on other sectors of the economy. First of all, it is necessary to perfect the Digital Government, create a modern and transparent administrative system from the central to local levels, so that people and businesses can access and enjoy the values created by the digital space created by the Government. According to experts, it is only necessary to enter the Top 50 globally in e-Government and Digital Government by 2028.

What people and businesses believe is that this year, the revolution of streamlining the apparatus will create a breakthrough in digitizing administrative activities. Eliminating manual forms and cutting down on procedures will limit negative shortcomings and harassment like before.

The digital economy creates opportunities for people to participate in many new business fields, so it is necessary to change regulations to suit new business models, clear bottlenecks, create a legal environment for development, Vietnam's digital economy will certainly account for 20% of the gross domestic product in 2025 and increase to 30% in 2030.

Another important thing is to have people participating in activities and operations in the digital economy. Training human resources is a long-term task, but attracting brainpower from domestic and foreign sources can be done immediately.
