Besides the education process, workers who do not want to be left behind must continue to study, re-study, extra study and study for life.
This is the time when the role of education promotion, talent promotion, and building a learning society becomes particularly important. Education promotion to create motivation, conditions and environment for all people to have the opportunity to study, from children, students to workers, farmers, and elderly workers.
A worker who is supported to learn more digital skills can better adapt to automation lines. A farmer who has access to high-tech agricultural knowledge can change the way they produce. A retrained middle-aged worker can find a new job when the old job is lost. A disadvantaged student who is supported to go to school can become a quality human resource for the future.
Improving the quality of human resources is a long-term process, requiring the participation of the State, schools, businesses, families, education promotion organizations and each citizen. In which, there is an important role of the Trade Union organization to build a movement of education promotion and self-study for workers. This is also the content of the emulation movement "Good Labor, High Productivity, Good Income" being widely implemented by the Trade Union organization.
Education creates a foundation. Encouraging learning expands opportunities. Lifelong self-study helps people constantly adapt and develop. When these three factors are linked together, Vietnam's human resources can shift from large in quantity to strong in quality.
In the new era, whoever stops learning will be left behind. A country that wants to develop quickly and sustainably must be a country that builds a learning society, encourages learning and creates conditions for everyone to learn for life. That is the requirement of the shift in thinking from "education management" to "education development management" with the aim of creating quality human resources, bringing strong advantages in national competition.
