Decision 444/QD-TTg assigning specific tasks to localities to add to socio-economic development targets is not only a strong decision but also a clear statement:
Resettlement is not only an aspiration, but must become a specific, measurable, and effective plan.
Over the years, we have witnessed many social housing projects (NOXH) on paper, magnificent figures in reports but in reality, they are delayed on the ground. This time, the policy is being promoted by binding responsibility. Localities can no longer make intercropping efforts, but must clearly prove the results with specific indicators, projects completed on schedule.
Look at large industrial cities such as Binh Duong, Dong Nai, Bac Ninh..., where a huge labor force is concentrated, but social housing is still like a "salt that leaves the sea" compared to demand. The shabby boarding houses and temporary boarding houses that have existed for many years are like "a necessary solution".
Localities now have targets and orientations, there is no longer an excuse for withdrawal. Not only assigning targets, the Government also lights up confidence through drastic actions: preferential credit packages, clear land funds, and strong procedure reforms. A series of barriers to interaction between businesses - the state - and buyers have been removed.
The story is no longer "how to use land funds effectively". There is no longer a situation where businesses receive projects and wait there for speculation, causing a shortage of supply and inflating housing prices. The playground has now become more transparent, the mechanism is clear, good enterprises have land to fight.
In particular, Prime Minister Pham Minh Chinh also noted on February 27 that social housing cannot be built in "excess" land, in "honk-off" areas, and cannot be built in commercial housing.
Localities and businesses from here will have to calculate so that social housing projects are connected to public transport, industrial parks, and urban centers, instead of being "thrown" to the edge of the city. It must be real residential areas, with electricity, water, transportation, schools, hospitals, parks, etc., the things that make for a true life. We must build a house not only to live in, but to live well.

The determination has been down. The mechanism is available. There are also practical lessons. Now is the time to strongly implement.
