In order to serve the state management of food safety, the Ministry of Health has been and is organizing the designation of testing facilities that meet the conditions according to legal regulations to perform food testing tasks within its management scope.
Based on Article 29 of Decree No. 148/2025/ND-CP of the Government stipulating decentralization and delegation of power in the field of health, from July 1, 2025, the authority to designate food testing facilities to serve state management specified in Clause 6, Article 37 of Decree No. 15/2018/ND-CP not only belongs to the Ministry of Health but is also decentralized to the heads of specialized medical agencies under the Provincial People's Committee or specialized agencies assigned tasks by the Provincial People's Committee.
Accordingly, in addition to the list of testing facilities serving state management of food safety directly designated by the Ministry of Health, there is currently a list of testing facilities designated by 34 provinces and centrally-run cities under their assigned authority.
The above-mentioned decentralization and delegation of power aims to increase local initiative, shorten processing time, and at the same time improve the effectiveness of state management of food safety in the context of increasingly high requirements for quality control and food safety.
The list of testing facilities designated by the Ministry of Health to serve state management of food safety is updated to February 6, 2026, which is an important basis for management agencies, organizations, and related individuals to look up, coordinate, and carry out inspection and supervision activities in accordance with legal regulations.
The Ministry of Health requests relevant organizations and individuals to regularly monitor and update information to ensure the selection and use of testing facilities in accordance with their authority and regulations, contributing to ensuring food safety and protecting public health.
