According to the Law amending and supplementing a number of articles of the Law on Health Insurance and Decree 188/2025/ND-CP, people permanently residing in communes and wards of Safe Revolutionary Zones during the resistance war against France or the United States, with information updated in the National Population Database and residence database, belong to the group covered by the state budget for health insurance.
After nearly 6 months of implementation, the work of issuing health insurance cards to people in the Safe Zone has achieved many positive results. As of June 17, 2026, 18/19 wards in the area have basically completed the listing of health insurance cards for beneficiaries of policies.
However, in Phu Tho Hoa ward, there are still 7,649 people who are eligible for state budget health insurance contributions who have not been listed for card issuance. To date, the locality has only issued 25,618 cards out of a total of 33,267 people eligible for policies, reaching 77.01%.
According to Ho Chi Minh City Social Insurance, the slow completion of the list has directly affected people's medical examination and treatment rights and generated many complaints related to not being issued health insurance cards. Meanwhile, the Social Insurance agency has completed the data review and transferred the results to the locality within the prescribed time limit.
To ensure the right to medical examination and treatment for people, Ho Chi Minh City Social Insurance proposed that the City People's Committee direct the Phu Tho Hoa Ward People's Committee to urgently review and make a list of cases eligible to participate in health insurance under the Safe Zone category, and at the same time strengthen coordination with the Social Insurance agency and local police to soon complete the card issuance.
Ho Chi Minh City Social Insurance also noted that, according to current regulations, in case a unit is responsible for late payment or late implementation of health insurance participation procedures that affect people's rights, it must refund all medical examination and treatment costs within the scope of benefits that participants have self-paid during the time they have not been issued a card.
Health insurance policy for people in the Safe Zone is a policy with profound humanistic meaning, contributing to expressing gratitude to areas with revolutionary traditions, while ensuring the right to health care for people.
Ho Chi Minh City Social Insurance recommends that people who are permanently residing in safe communes and wards proactively check their residence information on the VNeID application, check the validity of health insurance cards on the VssID application, or contact the local People's Committee or the nearest Social Insurance agency for timely support and guidance.
