Corruption occurring in joint-stock companies and private enterprises tends to increase
On the afternoon of June 18, the Central Internal Affairs Commission organized a conference to announce the results of the 30th meeting of the Central Steering Committee for Anti-Corruption, Wastefulness, and Negative Phenomena (PCTNLPTC) (Steering Committee).
Talking at the conference, Major General Nguyen Quoc Toan, Chief of Office - Spokesperson of the Ministry of Public Security, said that in the first 6 months of the year, 1,985 cases with 4,671 defendants were handled for corruption, economic, and position crimes.
Major General Nguyen Quoc Toan emphasized the spirit of fighting without forbidden zones, without exceptions; investigation and handling ensure the right people, the right crimes, serving best for investment and development.
According to Major General Nguyen Quoc Toan, there are 2 prominent issues related to this type of crime.
First, corruption, wastefulness, and negativity continue to occur in many areas. This is also an issue that the Steering Committee is very concerned about, especially in the implementation of key national projects, the implementation of social security policies and the settlement of public administrative procedures. This is associated with the spirit of building a disciplined, orderly, and incorruptible apparatus.
The second issue is that corruption occurring in joint-stock companies and private enterprises tends to increase, causing loss of state assets. Violations occur both in the state sector and the private enterprise sector.
Common acts include: Receiving bribes, abusing positions and powers while performing official duties, embezzling assets, violating regulations on the management and use of state assets, violations of public investment and regulations on bidding.
5 emerging methods and tricks
Major General Nguyen Quoc Toan said that regarding methods and tricks, 5 main issues arise:
First of all, the collusion and connection between subjects in state agencies and subjects outside society, forming collusion throughout the chain of activities from investment, bidding to acceptance and settlement. Forming group interests, installing technical criteria, inflating project estimates, taking advantage of their positions to intervene for contractors to win bids, using intermediary businesses, "ecosystems" to conceal cash flow.
Second, taking advantage of assigned tasks in issuing various types of licenses and resolving administrative procedures to collect additional fees, related to petty corruption.
Third, taking advantage of being assigned the task of managing assets, the process of equitization, enterprise restructuring and handling public assets to carry out acts of undervaluing state assets, transferring public land use rights, selling assets without valuation, auctioning causing losses.
Fourth, taking advantage of digital transformation to conceal crimes. This is the behavior, trend, and law of world crime. Subjects take advantage of encrypted messages, virtual assets, electronic records and online financial transactions.
Fifth, it is taking advantage of new business models and new assets to appropriate and profit. Major General Nguyen Quoc Toan gave an example, typically the model of resort real estate, vacation ownership, and project capital mobilization. Recently, Hanoi Police have prosecuted 21 cases related to 23 companies and 187 subjects for this act.
Regarding solutions for these types of crimes, according to Major General Nguyen Quoc Toan, it is necessary to identify early and ahead of crime on the basis of closely following signs of activity. At the same time, it is necessary to strengthen prevention, build a model of integrity in national governance, public service discipline associated with power control.
In addition, it is necessary to focus on strong solutions with new tricks in the digital space, soon complete the construction of databases and data connections to serve prevention and struggle; promote propaganda, coordinate to build civil service culture, integrity culture in the political system and people.
