The National Assembly has just passed a Resolution on a number of special mechanisms and policies to create a breakthrough in the work of protecting, caring for and improving people's health, with many important contents directly related to the rights of health insurance participants and health care staff.
According to the resolution, the State will increase the rate and payment level for health insurance examination and treatment costs and spend the Health Insurance Fund on early screening, diagnosis and treatment of some diseases, prioritizing some groups of subjects, according to a roadmap suitable for socio-economic conditions and the ability to balance the budget and the Health Insurance Fund.
Health insurance participants from near-poor households and the elderly aged 75 and over who are receiving social pension benefits will be subject to 100% of medical examination and treatment costs within the scope of health insurance benefits.
In addition, the National Assembly decided to increase the rate of benefits within the scope of benefits for health insurance participants for social policy beneficiaries, disadvantaged people, low-income people and some other groups of beneficiaries that need priority.
The Health Insurance Fund will also spend on early screening, diagnosis and treatment of a number of diseases to improve disease prevention efficiency and reduce the long-term burden of medical costs for people.
Notably, according to the resolution, from January 1, 2030, the State will implement a policy of exemption from hospital fees at a basic level within the scope of benefits of health insurance participants. This policy is implemented according to a roadmap in accordance with the socio-economic development conditions, the ability to balance the Health Insurance Fund and the adjustment of the health insurance contribution level.
The National Assembly also orients the pilot diversification of health insurance packages, diversifying types of health insurance service provision, and at the same time deploying additional health insurance provided by insurance companies, meeting the diverse needs of people when eligible for implementation.
The Government is assigned to specify the subjects and roadmap for increasing the level of benefits within the scope of benefits for health insurance participants; list of diseases and roadmap for expenditure from the Health Insurance Fund for early screening, diagnosis and treatment of some diseases, ensuring compliance with the increase in health insurance contribution from 2027.
The Resolution pays attention to the health sector when stipulating that doctors and pharmacists are classified from salary level 2 when recruiting, in order to improve income and attract and retain high-quality human resources for the health sector.
The Resolution stipulates 100% vocational allowances for medical staff directly working in specialized fields; commune-level medical staff and preventive medicine staff receive at least 70% if working in disadvantaged areas, border areas, islands, and other areas.
